Slow allocation of capital
The North-South high-speed railway project section passing through Hue City is about 95.05km long, affecting more than 1,255ha of land and 8,558 households. Of which, about 1,600 households must be resettled (TĐC), along with more than 10,572 tombs to be relocated. To serve site clearance, the city plans to build 23 TĐC areas and 4 cemetery areas, with a total cost of about 1,389 billion VND.
On the ground, the construction atmosphere in many areas is taking place urgently. Recorded in areas such as Phong Dinh ward, Phong Thai ward, Quang Dien commune, Phu Ho, Phu Da or Vy Da ward, technical infrastructure projects have been continuously deployed since after the Lunar New Year.
In Phu Da resettlement area (Phu Vang commune), invested by Project Management Board (PMB) Region 3 Construction Investment, many items have been basically completed. Internal roads are preparing for the final layer of asphalt paving, while workers are still maintaining ground leveling, drainage system, and curbs.
According to Project Management Board Region 3, the unit is implementing 8 projects including 5 resettlement areas, 2 cemetery areas and 1 market combined with resettlement. Construction volume reached from 40% to 85% of the contract value. Some packages have even exceeded the advance value by 20-30%. Although the construction progress has achieved many positive results, project management boards in Hue City are facing a difficult problem of capital.
At the Project Management Board for Construction Investment Area 1, 4 technical infrastructure projects in An Van Duong new urban area and the city center area were started from August to the end of 2025, with a scale from 2.35ha to nearly 8ha, arranging more than 460 land plots. Currently, the construction volume has reached from 20% to 67% of the contract value.
In which, resettlement area 06 reached about 67%, OTT area 24 reached about 30%, OTT area 30 - SN5 reached about 25% and Thach Can area reached about 20%. The main items include leveling, embankment, construction of drainage system, reinforcement of weak soil foundation. Many projects are expected to hand over land plots in the second quarter of 2026.
However, according to a representative of Project Management Board Area 1, the 2025 capital plan has been fully disbursed, while the 2026 capital source including site clearance costs and payments to contractors has not yet been allocated.
A similar situation also occurred at Project Management Board Area 2. Currently, 14/14 resettlement infrastructure and cemetery projects have been started, reaching a volume of 13% to 32%. Phong Hien People's Cemetery (Phong Thai ward) alone has completed 100% of the volume.
However, the biggest difficulty for the unit is still the lack of capital, especially the cost of compensation for site clearance. Meanwhile, many items have been constructed exceeding the volume but cannot be paid.
According to Hue City People's Committee, the total capital demand in 2026 for the project is up to more than 5,240 billion VND, of which about 1,164 billion VND is for technical infrastructure construction and more than 4,006 billion VND is for site clearance. The city has requested the Ministry of Construction to soon allocate capital, but so far the project management boards have not received specific allocations.
Overcoming the schedule
Despite capital obstacles, at the construction sites, the construction progress is still maintained, even with many items exceeding the plan.
Records of Lao Dong Newspaper reporters at the resettlement area in Vy Da ward show that the working atmosphere is very urgent. Under hot weather, many construction teams are still operating continuously. Workers operate excavators and overturning excavators to level the ground and complete technical infrastructure.
Mr. Ho Hoa (43 years old, worker of Road Joint Stock Company No. 1 Thua Thien - Hue) said that working through noon is normal to ensure the overall progress of the project.
According to Ms. Vo Thi Anh Thu - Chairwoman of Vy Da Ward People's Committee, the resettlement area serving the North - South high-speed railway project (HTKT TĐC - 06) has completed site recovery of about 2.2ha, affecting 24 households. Construction work is currently being implemented synchronously and exceeding the set plan.
In this area, most of the land has been leveled, and the drainage system is basically completed. Looking from above, resettlement land plots have gradually formed clearly, creating a premise for early handover to people. Contractors still proactively arrange human resources and machinery, taking advantage of favorable weather to accelerate progress, although capital has not been allocated in time.
