On the morning of April 1st, Standing Deputy Prime Minister Nguyen Hoa Binh attended and directed the national online conference summarizing 5 years of implementing Decree No. 49/2020/ND-CP dated April 17, 2020 of the Government detailing the implementation of the Law on Criminal Judgment Enforcement on community reintegration (Decree 49) and preliminary review of 2 years of implementing Decision No. 22/2023/QD-TTg dated August 17, 2023 of the Prime Minister on credit for people who have completed their prison sentences (Decision 22).
Speaking to direct at the conference, the Standing Deputy Prime Minister said that detention facilities have organized vocational training for 54,229 prisoners; organized 1,435 career orientation programs/periods/classes, improved job search capacity for 54,217 prisoners; issued vocational certificates to 22,721 prisoners, and provided job counseling for 9,982 prisoners.
Local police received, managed, supervised, educated and implemented measures to ensure community reintegration for 357,275 inmates who were notified; guided procedures for clearing criminal records, issuing judicial record certificates for 22,845 people; supported other legal and administrative procedures for 87,811 people...
In the coming time, the Standing Deputy Prime Minister requested the Ministry of Public Security to preside over and coordinate with ministries and sectors to research and develop mechanisms, policies, and laws on community reintegration; advise the Prime Minister to establish preferential mechanisms and policies to encourage businesses to receive people who have completed their prison sentences to work.
Advising on building a Decree to replace Decree 49 and amending Decision 22 to be consistent with reality, easy to implement, easy to access in terms of conditions, subjects, time, loan procedures, maximum total loan amount, and granting more flexibility to credit institutions...

At the same time, continue to direct the Police of units and localities to act as the core to implement measures to prepare for community reintegration for prisoners; organize the reception, management, and education to help people who have completed their prison sentences.
Advise the People's Committees at all levels to assign sectors to implement measures to ensure community reintegration, build and replicate diverse and rich community reintegration models suitable to the actual situation and local conditions.
Ensure resources in terms of funding, vehicles, and equipment to serve community reintegration work; arrange and improve the quality of staff working on community reintegration at the grassroots level; strengthen inspection and guidance for grassroots police to effectively implement community reintegration work.
Direct the Civil Judgment Enforcement Agency to closely coordinate with the Police, Courts, Procuracies, prisons, temporary detention centers and local authorities in exchanging information, verifying the conditions for judgment enforcement, and supporting people who have completed their prison sentences to fulfill their civil judgment enforcement obligations.
The Ministry of Home Affairs should soon study and issue specific directives and guidelines for the field of Labor - Invalids and Social Affairs, and at the same time direct and guide central and local functional agencies to develop programs and plans, organize vocational training, counseling, job introduction, vocational training loans, job creation, and receive people who have served their prison sentences to work at production and business establishments.
