On March 27, in Hanoi, Prime Minister Pham Minh Chinh chaired a conference for businesses contributing to double-digit growth and the Prime Minister expressed gratitude to businesses.
According to the Government Office, in his concluding remarks, the Prime Minister emphasized that with the mechanism of Party leadership, State management, and people as masters, "The Party has directed, the Government has agreed, the National Assembly agrees, the people support, the Fatherland expects, then only discuss doing, not backing down".
In its constructive role, the State implements 11 groups of tasks and solutions:
1. Maintain independence, sovereignty, unity, territorial integrity, maintain political stability, social order and safety, and maintain policy stability;
2. Forecast the situation related to businesses, including the supply and demand situation so that businesses can proactively manage;
3. Build and improve institutions, mechanisms, and open policies, reduce procedures so that businesses reduce compliance costs;
4. Creating strategic infrastructure (transportation, telecommunications, electricity, health, education, culture...) to serve business development;
5. Coordination between the State, businesses and schools in human resource training, in which the State plays a leading role, businesses accompany;
6. Reform administrative procedures, decentralization, delegation of power, prevention and combat of corruption, negativity, wastefulness, inconvenience, harassment;
7. Building a smart management system, based on digital transformation;
8. Ensure the mobilization of resources and access to resources in a fair, transparent, public, and equal manner between public and private enterprises, whoever does best is assigned;
9. Assign tasks and support businesses;
10. Listen to business opinions with sincerity, share with businesses with heart and act with specific products;
11. Linking with businesses with the spirit that business development is the country's development, the country's innovation and development, then businesses can develop.
Wishing businesses to play a pioneering role, the Prime Minister clearly stated that businesses are the center and subject in implementing the growth target of 10% or more, contributing to realizing the two 100-year strategic goals; all policies must be directed towards businesses for business development and businesses must participate in creating with the State, in building and perfecting mechanisms and policies, building infrastructure and national governance.
Pioneering enterprises in development, business households becoming enterprises, small and medium-sized enterprises becoming large enterprises, large enterprises becoming multinational enterprises, investing more abroad; pioneering in innovation, digital transformation, green transformation, labor market restructuring, circular economy development, knowledge economy...
At the same time, pioneering with the State to improve policies and institutions, proposing practical problems for the State to have solutions, respond quickly and promptly, and support business development; pioneering in public-private partnerships, joint ventures, and linkages with foreign enterprises to support each other, diversify markets, products and supply chains.
Regarding the content of "public-private partnership accompanying", the Prime Minister said that public-private partnership can be done in any field or work, especially in mobilizing resources, scientific research, and human resource training; contributing to combining internal and external strengths, the State and the people; if all relevant subjects achieve growth of 10% or more, we will achieve the set target.
