On September 10, Mr. Nguyen Quang Hung - Permanent Vice Chairman of Hung Yen Provincial People's Committee - chaired a meeting of the Provincial People's Committee to review the progress report from the Department of Construction on commercial housing and social housing projects being implemented in the old Thai Binh City area.
According to information from the Department of Construction, there are a total of 5 commercial housing projects being implemented in this area. Of which, the Dong Hoa commune residential area project has completed site clearance with a rate of over 80%. The Tan Binh - Tien Phong new urban area project is also nearing completion, achieving a site clearance rate of nearly 99%. The Kien Giang new urban area project has had nearly 1,000 households register to hand over land ahead of schedule, and the compensation plan has been made public in Tran Lam, Tran Hung Dao and Vu Phuc wards.
The remaining two projects, including the city center (Le Hong Phong - Bo Xuyen intersection) and the residential area west of Ly Bon street (in Ky Ba - Tran Lam area), have been approved for investment. The land use rights auction plan is in the process of being appraised to select a suitable investor.
Regarding social housing, the old Thai Binh City is implementing 3 projects. The Phu Xuan project (Tran Hung Dao ward) with a scale of 546 apartments has completed site clearance and is completing procedures for land allocation as well as feasibility study. The project in Vu Phuc ward has 999 apartments, has completed the construction design and fire prevention and fighting documents, and is expected to start construction in September 2025. The Tien Phong - Phu Xuan project (312 apartments) has been allocated land and is currently in the stage of completing the construction design, expected to start construction in October 2025.
At the meeting, relevant units discussed carefully about difficulties, notably the lack of resettlement land funds and problems related to relocation of cemeteries as well as businesses in the project area.
Vice Chairman Nguyen Quang Hung concluded that departments and localities need to quickly plan and promote site clearance, especially focusing on removing bottlenecks related to resettlement, relocation of cemeteries and businesses. The Department of Construction must coordinate with units to complete appraisal procedures and grant construction permits, with the goal of starting social housing projects in October 2025.
At the same time, relevant parties must proactively spend resources to carry out compensation and site clearance work, and strictly handle cases of progress violations. The Land Fund Development Center No. 2 and the wards need to develop a detailed, practical and feasible progress plan for each project.
Mr. Hung also emphasized the role of investors in coordinating with local authorities, mobilizing resources to promote project progress, in order to increase the supply of commercial housing, meet social housing needs, thereby contributing to urban development and improving the quality of life of people.
