On April 21, Mr. Tran Viet Hung - Vice Chairman of Nho Quan District People's Committee - said that the project of a barracks of the Cavalry Mobile Police Department and the No. 1 cavalry mobile police team in the North, under the Mobile Police Command in Ninh Binh (Cavalry Mobile Police Barrier in Ninh Binh) were invested by the Ministry of Public Security. The project is implemented in Phuc Son commune (Nho Quan district) with an area of 40.25 ha reclaimed, a total of 125 households affected by the project, of which 91 households have land recovered, the rest are households that are not compensated, supported land but have affected assets and households with graves have to be relocated.
Implementing the decision of the Minister of Public Security, the direction of the People's Committee of Ninh Binh Province, the People's Committee of Nho Quan district, instructed the specialized departments, the People's Committee of Phuc Son commune to inspect and review the origin of the land, property and crops of households being produced within the project clearance.
The Vice Chairman of Nho Quan District People's Committee added that the district has approved the project estimate for 22 households with relocated graves and 5 households whose land was reclaimed to expand cemeteries with a total approved cost of 1.8 billion VND, and to date the payment has been 100% complete.
In addition, based on other support policies approved by the Provincial People's Committee, the Nho Quan District People's Committee approved the compensation and support plan with a total cost of 68.37 billion VND and has currently paid 63.6 billion VND.
However, as of April 9, 2025, there are still 6 households that have not received support money and handed over the site to the investor to implement the project according to regulations, leading to a delay in the project's site clearance progress.
"On November 11, the District People's Committee issued Decision No. 2436/QD-UBND on enforcement of land acquisition for the above 6 households and the coercion time is on April 22. However, after many propaganda, advocacy, persuasion and dialogue. On April 20, the households agreed with the compensation plan, supporting the ground clearance and the land acquisition and support of the project and supporting the project to receive compensation and compensation for the project." - Mr. Hung said.
Also according to Mr. Hung, after the households agreed with the compensation plan, supporting site clearance and decision to recover land, and at the same time received compensation, support and handover of the ground to implement the project, the Chairman of Nho Quan District People's Committee issued a decision to stop the enforcement of land acquisition for the above 6 households as prescribed.
