New conclusion of the Chairman of Ho Chi Minh City on the prime land plot No. 1 Ly Thai To Street

HCMC - Land plot No. 1 Ly Thai To Street will be built with a park, a playground, an underground parking lot, and a memorial stele for people who died due to the COVID-19 pandemic.

The Office of the Ho Chi Minh City People's Committee has just announced the conclusion of Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc at a meeting on the public works project at land plot No. 1 Ly Thai To Street (Vuon Lai Ward).

According to the Chairman of the Ho Chi Minh City People's Committee, land plot No. 1 Ly Thai To is located in the city center, adjacent to three major routes including Ly Thai To, Hung Vuong and Tran Binh Trong.

This area is also located near Metro Line 1 extending from Ben Thanh to An Ha depot and Metro Line 3 in the future (expected to have three underground stations adjacent to the land). Therefore, the effective exploitation and use of this land fund is considered an urgent requirement.

Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc emphasized that the proportion of green park areas in the inner city of Ho Chi Minh City is currently very low compared to planning standards, while the public space system, playgrounds and utilities for people in the central area are still limited.

Therefore, prioritizing land funds to develop green areas and form public parks in land plot No. 1 Ly Thai To is very necessary, contributing to improving the living environment, improving the quality of life of people and towards the goal of sustainable urban development.

On that basis, the Chairman of the Ho Chi Minh City People's Committee assigned the Ho Chi Minh City Department of Planning and Architecture to coordinate with the People's Committee of Vuon Lai Ward to urgently study and propose a land planning plan towards building green parks, public spaces and playgrounds to serve the community.

At the same time, research on the integration of beer storage areas to commemorate people who died due to the COVID-19 pandemic.

The Chairman of the Ho Chi Minh City People's Committee also requested to consider allocating about 4,000 m2 (at the corner of Tran Binh Trong - Ly Thai To streets) to build the headquarters of the People's Committee of Vuon Lai ward. Currently, the ward headquarters is using many small, scattered facilities that do not meet the operating requirements when operating the two-level urban government model.

Research on investing in integrating additional functional items under the form of public-private partnership (PPP), such as underground parking lots and other appropriate utility services, to increase land use efficiency, optimize space and meet the needs of the people.

The Chairman of the Ho Chi Minh City People's Committee also assigned the Vuon Lai Ward People's Committee to urgently develop a project to renovate, renovate and expand Tran Binh Trong Street.

Previously, the Department of Agriculture and Environment of Ho Chi Minh City sent a report to Ho Chi Minh City Party Secretary Tran Luu Quang on the implementation of the public works project at land plot No. 1 Ly Thai To.

According to the Department of Agriculture and Environment of Ho Chi Minh City, this land has an area of about 44,312 m2, a usable floor area of 7,101 m2, currently managed by the Ministry of Foreign Affairs. The entire campus consists of 7 villas belonging to the Government Guest House, which are currently vacant.

Ho Chi Minh City plans to implement a public works project to serve the people after receiving this real estate facility.

To have a basis for implementation, the Department of Agriculture and Environment proposed that Ho Chi Minh City Party Secretary Tran Luu Quang consider the project implementation procedures according to two methods: Public investment (with a plan to start construction in July 2026) or public-private partners (BT contracts do not require payment) can start construction earlier, expected in February 2026.
