On September 19, the Office of the Government announced the opinion of the Deputy Prime Minister of the Government agreeing to stop using WB loans for the Integrated Adaptive Development Project - Khanh Hoa Province Sub-project (IRDP project) as recommended by the Ministry of Planning and Investment (MPI).
These projects are to invest in the construction of the following items: Construction and upgrading of canal, river and rainwater drainage systems, wastewater collection and treatment in the West of Nha Trang City; construction and completion of the domestic solid waste collection and treatment system in Cam Ranh City; construction of Ring Road 3 from Nguyen Tat Thanh Avenue to Vo Nguyen Giap Street, ensuring the organization, implementation and completion of the project in accordance with regulations.
In the report of the Ministry of Planning and Investment submitted to the Prime Minister, Khanh Hoa province stated that borrowing from IBRD is no longer necessary. IBRD is an organization under the World Bank that provides loans to middle-income developing countries.
The reason from the World Bank is that the difference in regulations between Vietnam and the World Bank on compensation and resettlement leads to comparisons and conflicts between households and cooperative households, the exploitation of people's policies for personal gain, and complaints beyond the level of the people.
In addition, IBRD capital interest rates are no longer cheap, while local budgets are able to balance investment in some items of the Project according to the roadmap and priority level.
In addition, the appraisal of the Pre-Feasibility Study Report requires consultation with many agencies and units, leading to a prolonged period of time. Meanwhile, the dossier to adjust the Nha Trang City Master Plan until 2040 has not been approved by the Prime Minister.
Currently, Khanh Hoa Provincial People's Committee has issued a document assigning the Provincial Development Project Management Board to preside over the liquidation of the project preparation consulting contract, and advise on the implementation plan for project items using provincial budget capital.
Khanh Hoa Provincial Development Project Management Board also reported in writing to the Provincial People's Committee on the investment implementation plan for project items using provincial budget capital, including a proposal to separate project items into 3 independent projects to be implemented in accordance with the Law on Public Investment.
Total investment of 3 projects is about 4,200 billion VND
Among the projects mentioned above is the Project to build a flood-draining river embankment system and a wastewater collection and treatment system in the western area of Nha Trang City with a total investment of about 1,600 billion VND. The Management Board proposed that the agency to establish the project investment policy is the Nha Trang City People's Committee, expected to be in the period of 2024 - 2028.
The Ring Road 3 Construction Project connecting Vo Nguyen Giap Street with Nguyen Tat Thanh Avenue, with a total length of about 6km, total estimated investment of about 1,900 billion VND, expected in the period of 2024 - 2027; proposes the Department of Transport to be the agency to prepare the investment policy.
The project to build a wastewater collection and treatment system in the central area of Cam Ranh City has a total investment of about 700 billion VND. The management board proposed that the agency to establish the project investment policy is Cam Ranh City People's Committee for the period 2024 - 2028.
