Khanh Hoa - Many prime lands in Nha Trang still cannot be auctioned because they are waiting for zoning planning and stuck with regulations.

Khanh Hoa Province Department of Natural Resources and Environment has reported on land use rights auction work as of early September 2024.

Currently, only two plots of land number 04 and 06, map sheet number 18, Vinh Hoa ward (Nha Trang) have been successfully auctioned with a total budget revenue of more than 7.9 billion VND.

In addition, there are a number of other golden land lots that have not been or have been organized but have no buyers, such as part of the land lot coded BV03, My Gia Urban Area; Land lots HH3-1 and HH3-2 My Gia Urban Area; part of land lot number 77, map sheet number 22 (No. 9 Truong Son); Binh Tan Port Warehouse Land, 01A Phuoc Long.

According to the Department of Natural Resources and Environment, a part of the land plot coded BV03, My Gia Urban Area, has organized the first auction announcement but no customers have registered.

Currently, the second auction announcement has not been implemented due to waiting for the Nha Trang City People's Committee to complete the project to adjust the zoning plan of the Western Urban Area of ​​Nha Trang City, ensuring uniformity in economic and technical indicators of the land...

Similarly, the remaining 3 plots of land are also waiting for zoning planning and planning adjustment before organizing an official auction.

There are many reasons for the slow land auction, including the adjustment of the zoning plan that is inconsistent with the previously approved economic and technical indicators and included in the Land Use Rights Auction Plan, leading to slow progress in the auction.

Determining the price step for land use rights auctions before being regulated by the Provincial People's Committee must seek opinions from the Departments and branches. However, the Departments and branches also face difficulties in giving opinions because the current Law on Property Auction and its guiding documents do not have regulations on specific principles, criteria, as well as methods to determine the price step percentage.

In addition, the real estate market is also in a frozen period, land prices are high, and there are no policies to attract investors.
