On August 12, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of Hanoi People's Committee Vu Dai Thang signed and issued Plan No. 317/KH-UBND on monitoring and inspecting the organization and implementation of social housing construction investment projects in the city.
In order to urgently implement social housing projects to soon meet the conditions for opening for sale, exploitation, and supply to the market, serving and basically solving housing requirements for low-income people, industrial park workers... The City People's Committee sets a goal to strive to start construction of all 114 social housing construction investment projects that have been approved for investment policy, focusing on urging the progress of 30 social housing investment projects.
At the same time, to effectively support businesses and investors in the process of implementing social housing construction investment projects to ensure the progress of implementing the Hanoi City Social Housing Development Plan to complete the target of 120,000 units in the period 2026-2030, the City People's Committee issued a Plan to monitor and inspect the organization of social housing construction investment projects.
Monitoring is ensured regularly through data, reports or inspections (when necessary); does not replace the work of supervision, investment assessment and state management according to regulations; does not affect the operation of agencies; does not generate negativity or corruption.
The content of monitoring focuses on the situation and results of investment implementation according to project progress. Responsibilities of departments, branches, and localities in resolving administrative procedures, coordinating and handling, advising on handling and resolving problems (if any) for the project. Detecting inadequacies and violations (if any) to advise the City People's Committee to adjust, rectify or handle according to regulations.
The scope of monitoring and inspection includes all 114 projects that have been approved for investment policy, 30 projects that have been started and subsequent projects formed (if any). The subjects include social housing project investors; relevant departments and branches, communes and wards where the project is located and related organizations and individuals.
Assign the Chief Inspector of the City to establish a Team to regularly monitor and grasp the situation and implementation results according to the required content; conduct inspections when necessary.
