According to information from the Ministry of Public Security's Electronic Information Portal, the Department of Construction Management and Shelters (Ministry of Public Security) is inviting investors to pay attention and submit documents to request approval of investment policies, and at the same time assign the investor of the housing project to the People's Public Security armed forces (social housing for police officers and soldiers) in Yen So ward.
This is a housing project for the armed forces of the People's Public Security at land plots C3-ODK3 and C3-ODK4 in the urban subdivision planning H2-4, Yen So ward, Hanoi city with an area of 30,333 m2.
The total construction floor area (including the basement floor construction area) is about 274,592 m2, expected to provide about 1,820 apartments, with a maximum population of about 5,000 people.

The preliminary total investment capital of the project (including compensation, support and resettlement costs) is about 5,652 billion VND. The project's operation period is 50 years from the date of being decided by the competent authority to allocate land to the investor to implement the project.
According to the reporter's records at the end of November 2025, the above land is still in its current state as ponds and lagoons for aquaculture of the people and has not been granted a Certificate of agricultural land use rights. In addition, there are a number of temporary constructions and wharves.
The land will be used to build social housing for police officers and soldiers right next to the Yen So Bus Station under construction, about 100m from Ring Road 3 and can be reached from Hung Thinh Street.
According to the schedule, the project will be implemented with site clearance and construction from the second quarter of 2026 to the third quarter of 2028. Exploited and operated in the fourth quarter of 2028.

According to the Ministry of Public Security, there are currently about 45,000 police officers and soldiers in need of social housing, of which Hanoi alone accounts for nearly 18,500 people. To solve this problem, the ministry has coordinated with major investors to deploy 5,000 apartments to serve the People's Public Security force in the immediate future.
These projects will be implemented in many favorable locations, near the main traffic axis and large urban areas such as Starlake Tay Ho Tay Tay, Vibex, Nam Thang Long or along Le Trong Tan Street.
