The Ho Chi Minh City People's Committee said that in 2025, Ho Chi Minh City will have 14 social housing projects under construction, with a scale of 15,412 apartments.
According to records, many projects were implemented in the North of Ho Chi Minh City (formerly Binh Duong province). The projects are built in densely populated areas.
Currently, there are 2 social housing projects in Hoa Loi ward and Chanh Hiep ward with nearly 1,500 units completed. The projects have been topped out and are in the completion stage. Both of these projects are eligible to sell future housing.
Although the demand for social housing in the northern area of Ho Chi Minh City is very high and the supply is scarce, there are very few buyers for projects.
Notably, the Thang Long social housing project is located right at the frontage of National Highway 13, in Hoa Loi Ward, Ho Chi Minh City. The project is located near an area with many factories and many residents. According to the Ho Chi Minh City Department of Construction, this project has been appraised for a selling price of 20.44 million VND/m2. A 1-bedroom apartment costs more than 600 million VND, a 2-bedroom apartment costs more than 800 million VND.

According to records, recently there has not been a scene of workers lining up to draw lots waiting for their turn to complete the house purchase application. The transaction and introduction area of apartments in front of the project is always closed, very few people come to ask to buy.
Ms. Hoang Thi Yen Thanh - Representative of Tam Thai Land Company (distributor of the Thang Long social housing project) said that recently, very few workers have come directly to the project to ask to buy apartments.
The company is stepping up the introduction of the project through social networking channels and indirect consultation. However, from the beginning of November 2025 until now, there has been no case of successful purchase documents. At the project and social housing sales consulting point, there was no scene of workers lining up to buy a house.

According to the assessment, there are many reasons why social housing projects are lacking buyers. For example, workers are afraid of project progress, investor brand, apartment prices being higher than affordability... In addition, there is also the reason from completing legal procedures to buy a house.
According to Ms. Hoang Thi Yen Thanh, the process of consulting workers, realized that the implementation of documents requires many legal procedures. Meanwhile, workers are not used to recording documents, going to agencies and units to complete administrative procedures to consolidate documents.

Workers have to take a leave of absence to work to get documents confirming that they do not have a house. In addition, there are cases where it is difficult to request income confirmation from FDI enterprises (foreign investment). Workers must explain many times before the company can confirm the salary table.

The company does not collect any additional fees for making documents. The selling price is implemented in accordance with the regulations of the state and the investor.
