Many items are degraded, auctioned 3 times no one rents
Ca Mau Provincial Inspectorate has just issued an inspection conclusion on the Exhibition and Fair Center Project belonging to the Trade Promotion Center in the Administrative and Public Works Area of the Northeast gateway of Ca Mau City (old).
According to the conclusion, the project was invested from 2009, the Fair Exhibition Area item was completed and put into operation in early 2010. However, many items according to the plan were not continued to be invested, the project gradually deteriorated and did not achieve the initial goal.

In March 2020, the old Ca Mau Provincial People's Committee completed the recovery of a land area of 62,636.6m2 and handed it over to the Provincial Land Fund Development Center for management.
After receiving it, the old Ca Mau Provincial Land Fund Development Center did almost nothing. After more than 6 years of receiving it, the land has not been put into use according to specific objectives.
According to a report by the Provincial Land Fund Development Center, the land plot does not have a protective fence; many items such as the central building, security house, toilet and internal road system have been abandoned for many years, so they are degraded, damaged, and no longer safe.
Notably, although the Provincial People's Committee has approved the starting unit price for short-term leasing of the land area, through 3 auctions, no organizations or individuals registered to lease.
The Provincial Inspectorate assessed that since receipt, the land area has mainly been managed in the form of preserving the current status, has not completed the handling of assets on the land, and has not promoted the effectiveness of land fund use.
Do not let golden land be abandoned in the heart of the city
The inspection conclusion shows that the project basically has complete legal documents on investment, planning, land allocation, land recovery and financial obligations according to regulations. However, the project was not implemented completely according to the initial scale, many items were degraded, and did not achieve the investment objectives.
According to the Provincial Inspectorate, the reason is that PetroVietnam Fertilizer and Chemicals Corporation (PVFCCo) implemented the Government's policy on divestment of non-core investments, so it did not continue to implement the project and allocate funds for project maintenance.
Regarding financial obligations, after implementing the balance between compensation and support when the State recovers land and the financial obligations of the investor, the provincial budget still has to pay PVFCCo more than 25.64 billion VND. However, from 2020 to the time of inspection, this amount has not been paid because the local budget is still difficult.

The Provincial Inspectorate determined that this is the remaining obstacle of the project and proposed that the Chairman of the Provincial People's Committee direct the Department of Finance to advise on removing the project from the list of projects with difficulties and obstacles on System 751; and at the same time coordinate with relevant units to propose solutions to handle and pay the remaining funds to be paid to investors.
Regarding the land area of more than 6.2ha that has been recovered, the Provincial Inspectorate proposed that the Department of Agriculture and Environment preside over and coordinate with the Department of Construction and the Provincial Land Fund Development Center to advise on effective management and exploitation plans to avoid encroachment and waste of public property.
