New apparatus, new ways of working
July 1, 2026 marks the 1st anniversary of Ca Mau province operating the 2-level local government model after the province's merger. This is a large-scale administrative reform, directly impacting the organizational structure, management methods and operation of the entire political system.

Contrary to initial concerns about the risk of disruption, the new apparatus has quickly stabilized. Departments, branches, and localities have completed the organizational arrangement and assignment of tasks, ensuring that state management activities are not interrupted.
In parallel, the province focuses on completing the system of legal normative documents, implementing the arrangement of hamlets and villages, building a land database and promoting digital transformation in resolving administrative procedures. These are also contents included in the key emulation movements after the merger.
A noteworthy point is that the role of commune and ward-level authorities has been clearly enhanced. Many tasks are handled right at the grassroots level, reducing intermediaries, and increasing the proactiveness and responsibility of localities.

The past year has also recorded a great contribution from the team of hamlet and village officials - the closest force to the people in the government apparatus. On the occasion of the 1st anniversary of the province's merger, 500 typical hamlet and village officials were commended for their contributions to the operation of the new model.
From stabilizing the apparatus to unlocking growth momentum
After the apparatus operates stably, the province's focus shifts to promoting economic growth and creating new development drivers. Many strategic infrastructure projects continue to be accelerated, including the Ca Mau - Dat Mui expressway, the transport route to Hon Khoai island and the Hon Khoai Port project.
In the field of renewable energy, the projects of Japan - Bac Lieu Wind Power Plant, Dong Hai 1 phase 3 Wind Power Plant and Dong Hai 3 phase 1 Wind Power Plant were launched on the occasion of the 1st anniversary of the province's merger.

Tourism has also become a new highlight. The 2026 tourism stimulus program is launched with many typical products such as "Legendary U Minh Night", ecotourism at Mui Ca Mau National Park, U Minh Ha National Park and community tourism models.
In addition to the growth target, the province still allocates resources to social security. The program "Giving livelihoods - Elevating the future" supports households in difficult circumstances to develop production and stabilize their lives after receiving housing support.
A year is not a long journey to comprehensively assess the effectiveness of the major reform. However, from the stability of the apparatus to the movements in investment, infrastructure, energy, tourism and social security, Ca Mau is showing positive signs of a new stage of development.

The double-digit growth target set by the province in 2026 is therefore not only an expectation, but also a next step in the process of transforming initial results into long-term development momentum.

The series of activities to celebrate the 1st anniversary of the province's merger and implement the two-level local government model in Ca Mau takes place from June 26 to July 1, 2026 with many large-scale events.
Highlights are the preliminary conference of emulation movements after the province's merger; photo exhibition "One year looking back at Ca Mau province after the merger and implementing the two-level local government model"; special art program at Phan Ngoc Hien Square.
Organize commendation for 500 typical hamlet and village officials; visit and give gifts to Vietnamese Heroic Mothers, policy families and people with meritorious services to the revolution.
Implementing the program "Giving livelihoods - Elevating the future" to support households in difficult circumstances to develop production and stabilize their lives.
In addition to cultural and social activities, many investment promotion and economic development events are organized such as trade fairs and exhibitions, promotion of OCOP products, launching the 2026 tourism stimulus program and launching a number of wind power and clean energy projects in the area.
