On June 24, the Steering Committee for implementing social insurance (BHXH), health insurance (BHYT), and unemployment insurance (BHTN) policies of Ca Mau province issued a plan to implement key tasks in 2026 to expand insurance coverage, ensure social security and improve the efficiency of insurance fund management in the area.
According to the plan, the province strives to have 199,519 people participating in social insurance, including 121,419 people participating in compulsory social insurance and 78,100 people participating in voluntary social insurance. The number of unemployment insurance participants reached 107,819 people.

Ca Mau also sets a target to increase the rate of working-age labor participating in social insurance to 36.62%; the rate of unemployment insurance participation reaches 28.12%; the rate of farmers and informal sector workers participating in voluntary social insurance reaches 6.5%.
To complete the above targets, the Steering Committee requests 100% of communes and wards to assign targets for developing compulsory social insurance and voluntary social insurance to each hamlet and village; and at the same time strengthen the review of enterprises, business households, cooperatives, and production and business establishments that use labor to develop subjects participating in compulsory social insurance and unemployment insurance.
For voluntary social insurance, the province continues to focus on mobilizing farmers, freelancers, women, cooperative members and groups with stable incomes to participate according to the motto "going through each alley, knocking on each door, screening each subject".
One of the key tasks identified by the province this year is to reduce the rate of late payment of social insurance, health insurance, and unemployment insurance to a maximum of 2.93% compared to the amount to be collected, ensuring collection reaches 100% of the assigned plan.
The Steering Committee assigned the Provincial Social Insurance Agency to preside over the establishment of an inter-sectoral working group to inspect and urge units that are late in paying and evading insurance. Cases of intentional violations will be penalized according to regulations; if the act of evading payment shows signs of crime, the file will be transferred to the Police for handling according to Article 216 of the Penal Code.
In the field of health insurance, Ca Mau requests to strengthen control of medical examination and treatment costs, limit the abuse of the health insurance fund, and at the same time thoroughly handle backlogs in payment and finalization of health insurance medical examination and treatment costs.
The province also promotes digital transformation in the insurance sector, striving for the rate of monthly pension and social insurance allowance payments through non-cash payment methods to reach 84%; one-time social insurance and unemployment benefits to reach 99%. The integration of electronic health records on the VNeID application continues to be promoted to facilitate people in accessing health and social security services.
