On July 19, information from the People's Committee of Nghe An province said that the Provincial Land Fund Development Center has just announced the selection of an organization to auction land use rights for land plot HH-01 in the Hai Quan roundabout area, north of Le Hong Phong street, Truong Vinh ward.
The land is put up for auction to implement the Truong Vinh Housing, Commercial, and Service Complex project, with a starting price of over 824 billion VND.
According to the announcement, land plot HH-01 has a total area of more than 37,000m2. Of which, about 9,345m2 is residential land; 6,079m2 is commercial and service land and more than 22,000m2 is allocated for public works.
This is considered one of the land plots with a prime location in the center of old Vinh City. The land plot is bordered to the North by the old Nghe An Newspaper headquarters; to the East by V.I. Lenin Avenue; to the South by Le Hong Phong Street; to the West by the Headquarters of the Department of Agriculture and Environment and some agencies and units of the province.
This Nghe An golden land area is located within an area of about 7ha at the Hai Quan roundabout, and was approved by the Provincial People's Committee to partially adjust the planning in June 2026.
According to the adjustment plan, the land area is converted from the function of public land, agency land to mixed land, including high-rise housing, commercial, service, schools, green trees and social infrastructure works.
The maximum height of the project has been increased from 35 floors to 39 floors; the population size has increased from about 5,500 people to 10,500 people. The plan also adds 1-2 basements, while the maximum construction density remains unchanged at 60%.
This land area was once planned for the construction of a centralized administrative center of Nghe An province from 2005.
According to the previously approved plan, the project has a total floor area of about 9,000m2, including two 27-story towers, about 106m high. The two buildings are expected to be connected by an elevated bridge on the 21st and 22nd floors, meeting the working needs of about 1,700 officials and civil servants.
However, on November 24, 2015, the Prime Minister issued a document requesting the temporary suspension of investment in building concentrated administrative centers in localities to review and evaluate investment efficiency.
After the project stopped being implemented, the land was kept in its original state for many years. Up to now, Nghe An province has adjusted the planning and put the land up for auction to select investors to implement the housing, commercial and service complex project.

In 2026, Nghe An will deploy procedures to build a provincial administrative center concentrated in Vinh Loc ward and Dong Loc commune. The project is expected to use about 45ha of land, with a total floor area of about 194,000m2, serving more than 2,100 officials, civil servants, and public employees, with a total investment of about 5,680 billion VND.
