The Ho Chi Minh City People's Committee has just issued a decision to adjust the 1/2000 scale zoning plan of the Binh Quoi - Thanh Da new urban area (Binh Quoi ward - formerly ward 27, Binh Thanh district).
According to the decision, the total area of the area is about 549.4 hectares, of which the land area is about 423.61 hectares (to the upper edge of the Saigon River, excluding the water surface area) and 125.79 hectares of river water surface.

Binh Quoi - Thanh Da urban area is oriented to be an urban center combined with a flooded park, developed according to the model of a modern tourism urban area, synchronously with technical infrastructure and social infrastructure.
The planning proposes to build a high-rise central area, reduce construction density, interspers park and flooded areas with natural landscapes, and at the same time develop mixed functions such as housing, administration, offices, hotels, commercial services, culture and riverside tourism. The expected population is about 54,000 people.


To speed up the progress, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc has requested relevant departments and branches to urgently complete legal procedures to ensure eligibility for project investment policies.
The Ho Chi Minh City Department of Construction is assigned to review and supplement the content of the urban development program and plan, housing... to complete in August 2025.
At the same time, the Department of Construction will preside over and coordinate with the Department of Finance, the Department of Agriculture and Environment and related units to draft a detailed plan for implementation, clearly assigning responsibilities to each unit and individual with a specific time frame.
According to the roadmap, the Ho Chi Minh City People's Committee will report and seek opinions from the Standing Committee of the Ho Chi Minh City People's Committee and the Standing Committee of the City Party Committee before September 15, 2025, then submit to competent authorities for consideration and approval of the investment policy in October 2025.
Previously, in February 2025, the Department of Planning and Architecture of Ho Chi Minh City (now the Department of Construction) held a ceremony to announce the results and award prizes for the planning - architectural idea contest for the Binh Quoi - Thanh Da peninsula.
The contest aims to seek creative and feasible design ideas to realize the goal of developing a modern ecotourism urban area.


The Binh Quoi - Thanh Da peninsula is located about 6.5 km from the city center, surrounded by the Saigon River and Thanh Da canal, possessing a rare natural landscape, very favorable for development into a sustainable ecological urban area. This is also the only remaining large vacant land fund near the center of Ho Chi Minh City.
However, since its approval in 1992, this project has encountered many difficulties due to the large total investment capital, up to VND 30,000 billion and complicated site clearance issues.
Many changes to investors have not brought results, making this area a "suspended" project for more than 30 years.
