The North-South high-speed railway line passing through Ho Chi Minh City is about 17 km long, running parallel to the Ho Chi Minh City - Long Thanh - Dau Giay expressway, through An Phu intersection on Mai Chi Tho road before turning into Thu Thiem station.
On the route are Thu Thiem station (area of more than 17 ha) and Long Truong Depot (width of more than 60 ha).
Based on the preliminary boundary provided by the Ministry of Construction, the Ho Chi Minh City People's Committee has determined the scope of land recovery to be about 110 hectares, belonging to An Khanh, Binh Trung, Long Truong, Long Phuoc wards.
Through review, the entire route has about 200 affected houses. Among them, 106 households are arranged for resettlement with apartments (expected at Linh Trung apartment building), and 94 households need to arrange resettlement land in Long Buu Resettlement Area (phase 2 - Sub-area 2) with an area of about 6 hectares.
The preliminary total cost for compensation, support and resettlement for the section through Ho Chi Minh City is estimated at about 2,575 billion VND.

According to the plan, Ho Chi Minh City will approve the compensation, support, and resettlement project in October 2025, and set a target to complete the construction of the resettlement area in the second quarter of 2026.
However, the actual progress is currently very slow. According to a report by the Ho Chi Minh City Department of Construction, the Long Buu Resettlement Area project is facing a series of obstacles.
First of all, it is a conflict with the Law on Public Investment No. 58/2024/QH15. According to new regulations, investment projects are not allowed to overlap with projects that have had investment decisions. Meanwhile, the 6-hectare land area in Sub-area 2 is located in a technical infrastructure project approved in 2005, invested and implemented by District 9 Public Service One Member Limited Company.
In addition, the old project was implemented in the form of self-avanced construction capital, without using the budget, but so far the reimbursement of investment costs has not been completed. The project is also temporarily suspended to implement the conclusions of the Government Inspectorate, while independent audits to determine the volume and cost of unfinished construction have not been completed.
In addition, the 1/500 detailed planning project of the entire Long Buu area phase 2 (including Sub-area 2) is still in the process of adjustment, waiting for approval, causing many difficulties in implementing the next steps.
Faced with the above situation, on December 18, 2025, the Ho Chi Minh City Department of Construction issued an official letter requesting the Department of Finance to guide the Ho Chi Minh City Urban Infrastructure Investment Project Management Board to prepare a Report proposing investment policies for the technical infrastructure project of the resettlement area serving the North-South high-speed railway. In case of problems arising, departments and branches need to summarize and report to the Ho Chi Minh City People's Committee for consideration and decision.
The Ho Chi Minh City Urban Infrastructure Investment Project Management Board has proposed to the Ho Chi Minh City People's Committee to urgently disburse and repay expenses to District 9 Public Services One Member Limited Liability Company so that this unit has capital to complete unfinished infrastructure items.
This is considered a feasible and fastest option, ensuring inheritance, synchronization, and meeting the progress required by the Prime Minister.
