On December 27, representatives of the Price and Public Asset Management Department (Nghe An Department of Finance) said that the Provincial People's Committee has issued a plan to handle and rearrange public assets of agencies and units in the area, associated with the operation of the two-level government.
On June 24, 2025, Nghe An Provincial People's Committee issued Decision No. 1809/QD-UBND approving the Plan for arranging, arranging and handling public assets for commune-level (new) authorities. According to the decision, the entire headquarters, business establishments, vehicles, infrastructure and assets established owned by the entire people are inventoried, handed over, transferred or handled according to standards - norms.

The arrangement and handling of public assets in Nghe An is deployed in three phases: By June 30, 2025: Inventory, handover, and receiving the original state of assets from old agencies to new units.
From July 1 to September 30, 2025: Exchange, transfer, and additional arrangement of headquarters, vehicles and equipment according to actual usage needs.
From October to December 2025: Develop a plan to handle surplus assets, convert functions or submit to competent authorities for consideration for auction, recovery, and transfer.
The Department of Finance is assigned to be the focal point for advising, guiding and verifying data. Local People's Committees are responsible for strict management, not allowing loss or omission of assets, and at the same time not generating new purchases when existing assets are still usable.
At the same time, based on actual review and proposals from relevant units, the People's Committee of Nghe An province unanimously agreed to hand over the original state of the headquarters and related legal documents to the receiving unit. In which, the old headquarters of the Department of Culture, Sports and Tourism at No. 74 Nguyen Thi Minh Khai was handed over to the Nghe An Provincial Land Development Center for management and exploitation in accordance with legal regulations on land and public assets.
The old headquarters of the HIV/AIDS Prevention Center in Vinh Hung ward (formerly the Provincial Center for Disease Control) was handed over to Nghe An Endocrinology Hospital for reception and use for medical professional purposes.
For the headquarters of administrative units in Cua Lo ward, the ward government has a plan to arrange and use them.
