On December 27, Lao Dong Newspaper published an article "There is a plan to handle abandoned headquarters after arrangement in Nghe An", reflecting that Nghe An province has completed the plan to handle and hand over redundant headquarters and housing and land facilities after arranging administrative agencies and units to localities and related units under the direction of the Government and the Ministry of Finance.
However, reality shows that many headquarters after handover are still slow to be put into use, continue to be left unused and cause waste of public assets. Lao Dong Newspaper reporters have continued to investigate and clarify the causes of this situation.
One of the main reasons is that the receiving units have not completed the legal documents, land procedures and technical infrastructure conditions before arranging new functions.

On December 29, Mr. Phan The Dung - Director of Nghe An Endocrinology Hospital - said that after receiving the headquarters of the Nghe An HIV/AIDS Prevention and Control Center (old) from functional agencies, the hospital is completing procedures to apply for a land use right certificate to have a legal basis before investing in renovation. After that, the unit will arrange premises and purchase equipment to serve professional purposes, and is expected to put the facility into operation from 2027.
In Cua Lo ward, ward leaders said they are developing a plan to use 7 ward and commune headquarters previously for purposes such as cultural houses, local museums, and workplaces for some departments and branches. The headquarters of Nghi Thu ward (old) has been assigned to military units to use because Cua Lo is a key area for national defense.
For headquarters that do not need immediate use, the ward has made a list to report to the Department of Finance and the People's Committee of Nghe An province to consider handling plans, including proposing to auction some facilities in advantageous locations to create investment resources for tourism infrastructure and attract tourists.
Mr. Cao Quang Trung - Director of the Land Fund Development Center of Nghe An province - said that the unit has received more than 20 houses and land facilities that are public assets for management according to regulations. Among them, 7 facilities suitable for planning have been included in the auction plan, in order to exploit effectively instead of causing degradation.
The headquarters of the Department of Culture, Sports and Tourism (old) has been included in the auction plan, expected to be implemented in the second quarter of 2026.
Public assets, especially headquarters, if left unused, will degrade very quickly, causing great waste. Therefore, we are accelerating the processing progress to avoid losses," Mr. Trung said.
Regarding the headquarters of the Vinh City Labor Federation, leaders of the Nghe An Provincial Labor Federation said that they have reported to the Vietnam General Confederation of Labor and are waiting for instructions from higher levels before taking the next step.
On June 24, 2025, Nghe An Provincial People's Committee issued Decision No. 1809/QD-UBND, requiring all headquarters, public service facilities, and public assets after arrangement to be inventoried, handed over and transferred according to standards and norms; surplus headquarters are temporarily handed over to new commune-level authorities for management, waiting for a plan to convert functions or recover, assigning units to manage land funds for exploitation according to regulations. The conversion activity takes place according to a roadmap from June to the end of 2025, coordinated by Nghe An Department of Finance and localities to urge.
According to the Ministry of Finance, Nghe An is one of 8 localities that have completed the plan to handle surplus public assets before December 25, 2025 according to the direction of the Government.
