The Ho Chi Minh City People's Committee has just issued a plan to implement compensation, support and resettlement to serve the North-South high-speed railway project and exploit land funds in the vicinity of stations and depots (section through the city).
The North-South high-speed railway line will pass through Ho Chi Minh City with a length of about 17 km, including two important highlights: Thu Thiem Station with an area of over 17 hectares and Long Truong Depot with an area of over 60 hectares.
The railway line will run parallel to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, passing through the An Phu intersection on the Mai Chi Tho axis before turning into Thu Thiem station.
To implement the project, the city plans to reclaim about 110.6 hectares of land. Of which, more than 20 hectares are perennial land, nearly 0.9 hectares are urban land, the rest belongs to other types of land.
There are about 61 households within the clearance area that need to be relocated. The total estimated cost for compensation, support and site clearance is more than VND 2,100 billion.
Ho Chi Minh City aims to complete the approval of the resettlement area construction investment project before August 19, 2025 and complete the construction in the second quarter of 2026.
At the same time, the compensation, support and resettlement project will be approved in October 2025, ensuring the progress of handing over the site to the construction unit in December 2026.
The land acquisition and compensation process will be carried out synchronously, from organizing meetings with people in affected areas, to investigating, measuring, determining the origin and legal status of real estate.
After that, compensation plans will be prepared, publicly consulted, appraised and approved in accordance with legal regulations. Compensation, support and resettlement will be paid immediately after the decision to reclaim the land is made.
Along with site clearance, the Ho Chi Minh City People's Committee has directed the review of land funds around stations and depots to serve the orientation of urban development associated with public transport (TOD).
The review work is expected to be completed in August 2025, as a basis for implementing the land fund exploitation project in the third quarter of 2026 according to the TOD model.
The North-South high-speed railway line has a total length of about 1,541 km, starting from Ngoc Hoi Station (Hanoi) and ending at Thu Thiem Station (HCMC).
The project uses 1,435 mm of double track, with a design speed of up to 350 km/h, with 23 passenger stations and 5 cargo stations.
The total preliminary investment for the entire route is about 1.7 million billion VND (equivalent to 67 billion USD), using public investment capital combined with other legal capital sources. The entire route is expected to be completed in 2035.
