Hanoi Department of Construction has just issued document No. 12122/SXD-PTĐT responding to the content of the article "Thanh Xuan Bac apartment complex is full of'tiger cages', many items are damaged" published in Lao Dong Newspaper on May 7, 2026.
According to the Hanoi Department of Construction, Thanh Xuan Bac collective housing area (Thanh Xuan ward, Hanoi) is one of 6 highly feasible apartment buildings with priority implementation that has been included by the Hanoi City People's Committee in the Project to renovate and rebuild old apartment buildings in the City and the Project implementation plans. Currently, Thanh Xuan Ward People's Committee is implementing inspection, preparation/submission/approbation of the 1/500 scale detailed plan of Thanh Xuan Bac area as a basis for organizing the Apartment Building Conference to select investors to implement the project according to regulations.
In the past time, the work of renovating and rebuilding apartment buildings still has some basic shortcomings and obstacles, focusing on the main task groups such as inspection, planning at a scale of 1/500, determining project boundaries... Currently, some difficulties and obstacles have been removed in Resolution No. 258/2025/QH15 dated December 11, 2025 of the National Assembly.
At the same time, to create a legal corridor and increase preferential mechanisms for projects to renovate and rebuild old apartment buildings in the City, the City People's Committee has assigned the Department of Construction to preside over and develop Resolutions of the City People's Council and Decisions of the City People's Committee to implement the Capital Law No. 02/2026/QH16 (on the content of urban renovation, embellishment, and reconstruction).
The objective of building these Resolutions and Decisions is to concretize the Capital Law 2026; Removing difficulties and obstacles in urban renovation and embellishment, renovation and reconstruction of apartment buildings in the City; Regulating specific policies and incentives to accelerate the progress of implementing urban renovation and embellishment projects, renovation and reconstruction of old apartment buildings in the City.
In addition to completing the legal corridor, localities (including Thanh Xuan Ward People's Committee) are also actively organizing inspection, conclusions of apartment building quality inspection, preparing, submitting, and approving detailed planning at a scale of 1/500.... In the coming time, the City will accelerate the progress of renovation and reconstruction of old apartment buildings in the City (including Thanh Xuan Bac collective area, Thanh Xuan ward).
