According to Lao Dong's records, many buildings in Thanh Xuan Bac apartment complex (Thanh Xuan ward, Hanoi) are in serious deterioration. The initial structure of the buildings is affected by spontaneous expansion, with "tiger cages" appearing densely on many floors.
Many construction items also recorded clear signs of damage such as peeling ceilings, appearance of stains, and leaks every time it rains heavily, affecting people's lives.
Thanh Xuan Bac apartment complex includes 60 5-story apartment buildings, built in the period 1978-1987. According to the old apartment renovation list announced by Hanoi in March 2026, more than half of the buildings here have been quality inspected. Among them, 9 buildings are classified as C with significant structural damage, and 30 buildings are classified as B due to signs of degradation.
Recently, Phu My Hung Investor (CT&D Group) proposed to participate in renovating Thanh Xuan Bac collective housing area to rebuild infrastructure and improve people's lives.
Ms. Dang Thi Hoang Phuc's family has lived in the Thanh Xuan Bac collective housing area for more than 20 years. Witnessing many construction items increasingly deteriorating, Ms. Phuc said that her family is always worried about living conditions and the safety level of the building.
According to Ms. Phuc, currently on the roofs of buildings, there are many water tanks and many other items placed by people to serve daily life. In conditions of storms and strong winds, these items are at risk of falling down, causing unsafety for residents below.
In addition, mold and leaks are also common in many apartments. Ms. Phuc said that the prefabricated house structure is too old, causing rainwater to soak through the walls, causing prolonged mold, directly affecting people's health and living. The common living space in the collective area is also increasingly cramped, lacking a playground and exercise area for the elderly and young children.
Ms. Trinh Thi Oanh - a resident of Thanh Xuan Bac collective housing area, said that many apartments are leaking for a long time due to the situation of expansion, "tiger cages" appearing more and more over time. Ms. Oanh hopes that the collective housing area will be renovated soon to stabilize life and have a better living environment.

According to the Hanoi Department of Construction, the city currently has about 2,160 old apartment buildings, most of which are seriously degraded, posing a potential safety risk. Hanoi currently has 11 old apartment renovation projects underway and 3 projects that have been completed according to the project. By 2030, the Capital aims to complete the renovation of 20,000 old collective apartments subject to demolition.
The National Assembly's promulgation of Resolution 258/2025 with special mechanisms is expected to create a breakthrough, helping Hanoi City accelerate the progress of renovation and reconstruction of old apartment buildings in the area. Accordingly, the resolution allows Hanoi City to apply the mechanism of appointing qualified investors to shorten the preparation and implementation time of projects.
Architect Dao Ngoc Nghiem - Vice Chairman of the Vietnam Urban Planning and Development Association said that Resolution 258 is an important breakthrough in removing long-standing obstacles. According to him, with new special mechanisms, especially clearer resettlement policies and deeper decentralization to the ward level, Hanoi has a basis to expect substantial changes in the renovation of old apartment buildings.
In addition to renovation, Hanoi is also studying converting the function of some old apartment buildings and collectives if they meet the conditions to social housing. This is considered a solution to take advantage of the available housing fund, contributing to increasing housing supply in the segment that is lacking, thereby reducing the pressure to increase house prices.
