On December 30, the Department of Finance of Khanh Hoa province and relevant agencies are reviewing dossiers and procedures before advising the People's Committee of Khanh Hoa province to deploy the recovery of 4 houses and land used for improper purposes and ineffectively according to the recommendations of the Provincial Inspectorate.
Previously, the Inspectorate of Khanh Hoa province issued an inspection conclusion, proposing that the Provincial People's Committee direct functional agencies to carry out necessary procedures to recover violating houses and land, in order to prevent the waste of state assets.
The establishments proposed for revocation include: Facility 3 in Khanh Thanh Nam village, Suoi Dau commune managed and used by Khanh Hoa University; Facility 2 of Cam Ranh Continuing Education and Vocational Guidance Center at No. 6B Hoa Do, Bac Cam Ranh ward; Ninh Loc Aquaculture Farm in Tam Ich village, Nam Ninh Hoa commune; Suoi Dau plant variety experiment farm managed and used by the Agricultural Service Center.
In addition, the Provincial Inspectorate also proposed to revoke 2 facilities of the Vocational Education and Business Relations Center in Ninh Son and Ninh Phuoc communes managed and used by Khanh Hoa College of Technology - Energy, due to being left empty and not promoting efficiency.
According to the inspection conclusion, at Facility 3 in Khanh Thanh Nam village, Suoi Dau commune, Khanh Hoa Provincial People's Committee has assigned Khanh Hoa University to manage and use a total land area of 95,163.4m2, and at the same time issued certificates of land management and use rights and ownership of assets attached to land in 2019.
In 2020, Khanh Hoa Provincial People's Committee agreed to allow the school to implement the project "Building a Research, Creative Experience and Startup Center of Khanh Hoa University". However, because this area does not have a detailed plan at a scale of 1/500, the project has not yet been invested and built.
Through actual inspection, the Provincial Inspectorate recorded that the land is being used to grow short-term crops such as bananas, papayas, coconuts and raise chickens...
Regarding facility 2 of Cam Ranh Continuing Education and Career Guidance Center at No. 6B Hoa Do, Bac Cam Ranh ward, the inspection conclusion shows that this facility was put into use in 2012 but from the period 2015 - 2016 it has been used very limitedly, and has not fully carried out land registration procedures according to regulations.
The Provincial Inspectorate also determined that Ninh Loc Aquaculture Farm and Suoi Dau Variety Experimental Farm are being managed and used for improper land use purposes; not in accordance with the agency headquarters land planning and existing residential area planning.
Similarly, two vocational education and business relations centers in Ninh Son and Ninh Phuoc communes are currently vacant and have not been exploited or used.
Notably, for these establishments, the management unit has not registered procedures for issuing certificates of land use rights, ownership of houses and assets attached to land, and has not organized the handover and receipt of assets in accordance with regulations, leading to the risk of loss and waste of public assets.
