Delayed handover due to waiting for additional repair funds
In 2006, Khanh Hoa Provincial People's Committee allowed the Department of Health to establish an investment project to build Khanh Hoa Medical College in Hon Nghe village, now belonging to Tay Nha Trang ward.
In 2009, the Department of Health submitted a proposal to separate the project into two independent projects including: Khanh Hoa Medical College Project and Khanh Hoa Medical College Dormitory Project, which was agreed upon by the province.
According to the inspection conclusion, the Khanh Hoa Medical College project (phase 1) was accepted and completed on April 27, 2018, with a total investment value of more than 100 billion VND.
After completion, in 2020 and 2021, Khanh Hoa Provincial People's Committee continuously issued documents directing the Khanh Hoa Medical College to urgently relocate and receive the new headquarters. However, the school still did not implement the direction.
It will not be until January 2025 that Khanh Hoa Medical College will complete the relocation and officially operate at its new headquarters in Hon Nghe village.
The Inspectorate of Khanh Hoa province determined that the delay in receiving and putting the project into use is the main reason for the degradation of house and land facilities.
Through explanations in October 2025, Khanh Hoa Medical College said that the slow relocation stems from many objective reasons such as: Waiting for additional funding to repair and renovate some items; unstable organizational work, changing many generations of leaders; the impact of the COVID-19 pandemic.

Dormitory of over 77 billion VND left empty for many years
Not only is it slow to receive the headquarters, Khanh Hoa Medical College also did not accept the handover of the dormitory project, although the project has been accepted since 2014.
The Khanh Hoa Medical College Dormitory Project, invested by the Department of Health, was approved in 2009 with an initial total capital of 65 billion VND. After that, the project was adjusted to 77 billion VND in 2010 and continued to be adjusted to 80 billion VND in 2015.
Although the project was accepted in 2014, the final settlement of the project was completed in 2016, about 10 months later than regulations.
Notably, when Khanh Hoa Provincial People's Committee urged the reception of dormitories, Khanh Hoa Medical College refused on the grounds that the training facility was still operating at 84 Quang Trung, students had difficulty registering in the new dormitory; and the school did not have enough personnel and funds to manage and operate.
In the period from January 6, 2015 to June 4, 2024, this dormitory was almost vacant, degraded, and was only used for short-term use in some cases under the direction of Khanh Hoa Provincial People's Committee.
In the working minutes dated October 30, 2025, the Housing and Apartment Management Center said that it had developed a plan to arrange and handle housing and land facilities and submitted it to the Provincial People's Committee for approval. After being approved, this facility was transferred to Khanh Hoa Medical College, so it was not arranged for students to stay.
The Inspectorate of Khanh Hoa province assessed that, despite some objective reasons, the delay in receiving and putting dormitories into use has caused state assets to be damaged and degraded. Therefore, the Inspectorate of the province proposed that the Chairman of the Provincial People's Committee direct Khanh Hoa Medical College to develop an effective management and use plan, avoiding waste.
