Initially, the project is expected to attract about 150 young households to live. Each union member and youth union member's family, when settling in Song Chang Youth Union Village, will be granted 400 square meters of residential land, 3.2 hectares of farming land and many other support policies. Due to the "attractiveness" of the project's policies, at one time, Song Chang NLF Village attracted more than 140 households to build houses, live and enthusiastically compete in production.
Mr. Le Van Tuyen - Chairman of the People's Committee of Xuan Hoa commune, Nhu Xuan district, Thanh Hoa province - said that in the first years, households enthusiastically competed in production, invested in building houses... on a large number of areas. assigned land. However, during harvest time, agricultural products are ineffective, selling prices are low, and people's income is not as expected.
In addition, for decades, households have not been granted land use rights certificates, limiting some urgent needs of the people, such as not being able to mortgage banks to borrow capital to invest in production. when households desperately need capital to invest in production. Due to the above inadequacies, some households had to lock their doors and leave home to work far away. Some other households returned to their old localities to do business. Houses are uninhabited, abandoned, degraded, and desolate; acacia and melaleuca gardens are ineffective due to lack of care.
“After nearly 10 years of implementing the above project, in September 2017, the Chairman of Thanh Hoa Provincial People's Committee signed a Decision to establish Thanh Nien village, Xuan Hoa commune on the basis of the residential cluster of Song Chang NLF Village. Up to now, after 16 years, Thanh Nien village currently has 90 households, however the number of households currently in the locality to do business and live is only more than 60 households, the rest have gone to work far away" - Mr. Tuyen informed. .
Also according to the Chairman of Xuan Hoa Commune People's Committee, currently, people are managed by the locality, but land is still under the authority of Thanh Hoa Provincial Youth Union. The biggest difficulty facing households in Thanh Nien Village today is that they have not been granted a Land Use Rights Certificate, even though they have lived and worked here for many years.
In addition, the facilities at the Cultural Center of Song Chang Youth Volunteer Village are currently seriously degraded and damaged.
It is known that, regarding the issuance of land use rights certificates for Song Chang TNLN Village, over the past many years, households here have petitioned and called for it many times. Along with that, many proposals were also made at district People's Council meetings, in contact with voters, people and local authorities. However, up to now this issue has not been resolved.
