On June 18, information from the People's Committee of Lao Cai province, the province has just issued a document requesting departments, branches, provincial Tax Departments and People's Committees of communes and wards to strengthen the implementation of waste prevention and control in the management and use of houses and land in the area.
According to the direction, agencies, units and localities continue to review, manage, use, and handle housing and land facilities under their management according to the plan of the Provincial People's Committee on accelerating the exploitation and handling of surplus assets after arranging the organizational structure and administrative units.

Units must inspect the entire housing and land fund assigned to management, clarify the current status of use, and promptly overcome the prolonged temporary allocation and temporary management situation.
At the same time, develop specific handling plans for surplus assets, prioritizing conversion of functions to serve socio-economic development in accordance with regulations.
The Chairman of the Provincial People's Committee requests the heads of agencies, units, and localities to be responsible before the law and the Provincial People's Committee if there is a situation where public assets are used for wrong purposes, inefficiently, abandoned or cause prolonged waste.
The Department of Finance is assigned to take the lead in guiding and urging units to complete plans for arranging and handling houses and land; advising on recovering vacant and ineffectively used facilities for auction or assignment to units in need.
The Provincial Inspectorate strengthens inspection of the management and use of public houses and land; clarifies the responsibilities of collectives and individuals who violate and continues to deploy specialized inspections on preventing and combating wastefulness for redundant houses and land after arranging administrative units.

The Department of Agriculture and Environment is assigned to urge the completion of legal documents on land, accelerate the issuance of certificates to put assets into exploitation and use; and at the same time coordinate to determine land prices, rental prices and starting auction prices according to regulations.
The Provincial Tax Department coordinates with relevant units to review and definitively handle financial obligation debts for land, resolutely apply coercive measures and handle violations according to regulations.
