For facilities that no longer need to be used, units must urgently complete dossiers and submit them to competent authorities for consideration and decision.
The surplus housing and land fund is prioritized for health, education, culture, sports, community activities, social security, public administration and projects directly serving people.
The Provincial People's Committee requests that the recovery, transfer, transfer, conversion of function, exploitation, sale, auction or other forms of handling must be in accordance with regulations, ensuring publicity, transparency, economy, efficiency, and not allowing loss or waste.
While the handling is not completed, units must strictly manage and protect assets, preventing loss, degradation, encroachment or illegal use.

According to the schedule, agencies, units and localities must complete the review and provide dossiers and data to the Department of Finance no later than September 23, 2026.
The Department of Finance completes data to serve the Ministry of Finance to finalize data on the software on September 25, 2026.
