Direct dialogue, answering each right
Lao Cai Provincial Social Insurance said that from the beginning of the year to now, the social insurance agency has directly gone to factories to dialogue with workers.
Typically, Muong Khuong grassroots social insurance organized a conference to propagate, dialogue, and advise on social insurance, health insurance, and unemployment insurance policies with 55 employees of Thanh Binh Tea Joint Stock Company in July 2026.
Here, representatives of Muong Khuong grassroots social insurance disseminated new points of the 2024 Social Insurance Law, the Law amending and supplementing a number of articles of the Health Insurance Law, decrees guiding the implementation and regulations on handling violations in the fields of social insurance, health insurance, and unemployment insurance.
Workers are also instructed on how to look up the process of participating and enjoying benefits on the VssID application. The integration of health insurance cards on the VNeID application is also guided for convenience when examining and treating patients.
The dialogue session recorded 6 opinions from business representatives and employees. The content focused on reporting increases and decreases in labor; social insurance, health insurance, unemployment insurance contribution levels; conditions and procedures for resolving regimes.
Questions are directly exchanged by grassroots social insurance officials according to regulations. Through this, employees have more information about their rights and obligations in the process of participating in insurance policies.
Previously, Luc Yen Grassroots Social Insurance coordinated with Luc Yen Branch - Viet Duc Metallurgy and Mining Joint Stock Company to organize a propaganda, consulting and policy dialogue conference for more than 95 union members and workers belonging to 6 grassroots trade unions in the area.
The contents discussed included sickness, maternity, occupational accident, pension, contribution level, participation time, benefits when medical examination and treatment with HI and conditions for enjoying unemployment benefits.
More than 9 questions were answered by social insurance officials at the conference. Workers were provided with information about the process of participating, declaring, submitting dossiers and resolving regimes through electronic transactions.
Not only organized at enterprises, Lao Cai Provincial Social Insurance also participates in meetings and direct dialogues between leaders of the Provincial Labor Federation and union members and workers.
In May, Social Insurance organized 2 conferences attracting more than 400 union members and workers belonging to the Lao Cai ward trade union and the Trade Union Board of industrial parks.
At the working sessions, workers raised many issues directly related to life and employment such as social insurance, health insurance, unemployment insurance, salaries, bonuses, worker housing, meals, occupational safety and health, regimes for female workers and care for life.
Closely follow the grassroots to expand participants
According to Lao Cai Provincial Social Insurance, with a wide management area, the development of social insurance, health insurance, and unemployment insurance participants is implemented according to each area and group of subjects.
Provincial Social Insurance has advised local Party committees and authorities to issue leadership and direction documents to implement policies. Including Directive No. 17-CT/TU dated March 11, 2026 of the Provincial Party Committee on strengthening the Party's leadership over social insurance work.
The Provincial People's Council also issued 3 resolutions on supporting social insurance and health insurance contributions from the local budget for people and some groups of subjects.
As of August 31, the whole province had 144,477 people participating in compulsory social insurance, reaching 99.3% of the plan; 57,590 people participating in voluntary social insurance, reaching 71.1% of the plan. The number of people participating in unemployment insurance is 123,135, reaching 99.4% of the plan.
The number of people participating in health insurance reached 1,594,113 people, equal to 99.7% of the plan, the coverage rate reached 94.2% of the population.
Along with developing participants, the Provincial Social Insurance focuses on inspecting and urging units that are late in payment. As of August 31, total revenue reached 3,887 billion VND, equal to 64.74% of the annual plan. The amount of late payment and evasion is 105.4 billion VND, accounting for 1.76%.
Provincial Social Insurance has directly inspected 115 units, remotely inspected 4 units. For units with late payments from 3 months or more, the Social Insurance agency directly inspected 12 units, rectified 7 units and administratively sanctioned 1 unit. Through urging, the units have paid 574 million VND.
In the first 8 months of the year, the Provincial Social Insurance organized 66 conferences and more than 9,400 small group communication sessions. Propaganda activities were implemented in a direct direction, closely following the area and focusing on groups with potential participation.
In the last months of the year, Lao Cai Provincial Social Insurance continues to review each area and group of subjects; exploit data on businesses, business households and people who have not fully participated. Voluntary social insurance targets are identified as one of the tasks to focus on.
The Social Insurance Agency also continues to inspect and urge to reduce late payments, control the collection process and prevent acts of abuse and profiteering.
Strengthening dialogue at the grassroots level is carried out in parallel with solutions to develop participants. Through this, the social insurance agency has more channels to receive opinions from workers and businesses and promptly guide policy implementation, contributing to ensuring the rights of participants in the area.
