Freedom laborers buying social housing declare income according to which form?
According to Clause 5, Article 76 of the 2023 Housing Law, the subjects eligible for social housing support policies are "Low-income people in urban areas". If there is no labor contract, they are often called freelancers.
On February 15, 2026, the Ministry of Construction issued Circular 08/2026/TT-BXD amending and supplementing a number of articles of Circulars in the field of housing (including Circular 05/2024/TT-BXD, Circular 09/2025/TT-BXD and Circular 32/2025/TT-BXD).
Based on point b, clause 1, Article 1 of Circular 08/2026/TT-BXD stipulates as follows:
Article 1. Thus, freelance workers buying social housing declare income according to form 05 in the Appendix issued together with Circular 08/2026/TT-BXD from February 15, 2026.
Documents proving the subjects and conditions eligible for social housing support policies that have been certified by competent authorities according to regulations before February 15, 2026, which takes effect, are allowed to continue to be used and are valid for 12 months, from February 15, 2026 (the date Circular 08 on social housing takes effect).

Based on Clause 2, Article 30 of Decree 100/2024/ND-CP amended and supplemented by Article 33 of Decree 54/2026/ND-CP, it is stipulated as follows:

In case the subject specified in Clause 5, Article 76 of the Housing Law does not have a labor contract, it must ensure income conditions as prescribed in Clause 1 of this Article and be certified by the commune-level police agency where the citizen is permanently or temporarily residing or currently residing. Within 07 days from the date of receiving the request for confirmation, the commune-level police agency where the citizen is permanently or temporarily residing or currently residing at the time of the citizen's request, is responsible for confirming information including: Full name, middle name and name; Date, month, year of birth; gender; personal identification number; date, month, year of issuance of citizen identification card/identity card; place of permanent residence/temporary residence/current place of residence.
Citizens are responsible for declaring and committing to information on average monthly income. Commune-level police coordinate with relevant agencies in verifying and post-checking information on average monthly income of citizens for necessary cases.
The application form confirming the income conditions specified in this clause is also a document proving the beneficiaries of social housing support policies.

Social housing purchase dossiers submitted before February 9, 2026 that have not issued settlement results, do not need to be supplemented (Except in cases where the database for that content has not been exploited and operated).
