Thus, the city's social housing development results have ensured exceeding the target by about 120% according to the City Housing Development Program and Plan (equivalent to 1.215 million square meters of housing floor space) and exceeding about 127% of the apartment target assigned by the Government (18,700 apartments) for the period 2021-2025.
In the upcoming period, Hanoi sets a goal to develop social housing in 2 levels. Level 1, completing at least 120,000 units in the 2026-2030 period. Level 2, orienting the development of 500,000 units (including 120,000 units according to Plan No. 355-KH/TU of the City Party Committee) in the 2026-2035 period using multiple goals.
Bac Ninh is one of the leading localities in the country in terms of social housing development results. In 2025, the province completed nearly 20,000 social housing units, accounting for about 20% of the country's total supply.
In 2026, the province is assigned a target of 19,000 units, higher than Hanoi, but the province aims to continue to complete over 20,000 units. Currently, the construction of social housing in Bac Ninh province continues to take place strongly and comprehensively across all subjects. In particular, Bac Ninh province started construction of the first social housing building for the Police force and is expected to soon start construction of the next project for the Army force.
