Arbitrary conversion of agricultural land
Chuong My Ward People's Committee has just issued a notice to remedy the consequences of violations and land use for the right purpose in Dong Riec field, Phuong Ban residential group, Chuong My ward, Hanoi city.
According to the notice, based on the land management records handed over from Phung Chau Commune People's Committee to Chuong My Ward People's Committee, Dong Riec field, Phuong Ban residential group is agricultural land allocated by the State under Decree 64/ND-CP to households and individuals; the land use purpose is specialized rice cultivation land. Dong Riec field is not located in the crop restructuring zone approved by the City People's Committee, planned as agricultural land.
However, currently, there are some households and individuals who have been allocated agricultural production land in Dong Riec fields who have arbitrarily changed the land use purpose (changing the purpose of rice cultivation to non-agricultural land such as gathering, trading in building materials, building houses, dumping soil..., changing the initial state of the land).

Regarding this matter, the Ward People's Committee requests households and individuals who have been allocated land or are using land and have arbitrarily changed the land use purpose in Dong Riec field to voluntarily remedy the consequences of administrative violations in the field of land.
Dismantling built works, collecting construction materials, illegally dumped soil, living on it.... to restore the original state of the land before the violation, not to generate new violations, using the land for the right purpose assigned by the state and recognizing land use rights.
The completion time is before March 15, 2026. After the above time, if violating households and individuals do not comply, they will be held responsible before the law for the violations they have committed.
The head of Phuong Ban residential group summarizes and compiles a list of violating households and individuals to report to the Ward People's Committee (through the Economic, Infrastructure and Urban Department) for comparison and review, monitoring and establishing dossiers for handling violations according to regulations, completed before March 10, 2026.
Police handle cases of illegal construction of factories on agricultural land in Hanoi
Over the past time, many communes and wards in Hanoi have resolutely handled violations in the field of land. Recently, Hoa Phu Commune Police, Hanoi City, issued a notice on strengthening the work of preventing and combating crimes and violations of the law on construction order and land in the area.
According to Hoa Phu Commune Police, recently, the situation of crime and law violations related to the fields of construction order and land has potentially many complicated developments; it is identified as a "hot area", with the level of damage increasing, causing bad public opinion in society, affecting the political security situation, social order and safety in Hoa Phu commune.
The main violations are: building works without construction permits as prescribed; arbitrarily expanding and renovating, encroaching on common space, encroaching on agricultural land to build illegal factories. In particular, some households and individuals arbitrarily carry out changes in the current status and land use purpose such as arbitrarily leveling and pouring soil on agricultural land...
Therefore, to raise self-awareness and comply with the law on land, contributing to repelling cases of land law violations in the commune, if there are cases of intentional violations of the law in the field of land, Hoa Phu Commune Police will prepare dossiers for handling in accordance with the law and temporarily seize tools and means related to the violation.
If the people discover any cases or acts of law violation related to the field of construction order and land, it is requested to immediately notify the Commune Police force for handling and resolution measures.
To achieve high efficiency in land management and construction order in Hanoi city, Assoc. Prof. Dr. Bui Thi An - Deputy Head of the Economic Advisory Council (Vietnam Fatherland Front Committee of Hanoi City) said that functional forces need to strengthen patrols and inspections, promptly detect and strictly handle violations right from the time they arise. Handling needs to ensure timeliness in preparing dossiers, and at the same time must be thorough in the implementation stage.
According to Assoc. Prof. Dr. Bui Thi An, the process of preparing violation dossiers needs to be carried out quickly and transparently; in particular, there must be coercive measures to thoroughly dismantle the violating part of the project, in accordance with the requirement to restore the original state.
If there are no strong and decisive coercive measures, the commitments of the investor or project owner will only stop on paper," Assoc. Prof. Dr. Bui Thi An emphasized.
