Hanoi City People's Committee has just issued a conclusion on the content of the denunciation against Soc Son District People's Committee (formerly).
Accordingly, citizens denounced Soc Son District People's Committee (formerly) for improperly implementing regulations on compensation, support, and resettlement when implementing site clearance for the Soc Son Waste Treatment Complex Construction Investment Project phase 2 (2011-2013) compared to the compensation and support policy when implementing site clearance for the Soc Son Waste Treatment Complex environmentally affected area relocation project within a radius of 500m (period from 2019 to present), in Nam Son commune.
The verification results showed that the implementation of land acquisition, compensation, and support for households in Xuan Bang village, Nam Son commune, Soc Son district (now Trung Gia commune) implemented 4 projects through many periods from 1998 to present.
In the period from 1999-2001, there were 91 cases, using land located in the environmentally affected area of the landfill (radius 0-500m) in Nam Son commune (now Trung Gia commune) without land acquisition but being considered for resettlement (if needed), supporting housing relocation of 8 million VND/household. Households are compensated for assets, architectural works on land, and the land area of households continues to be managed and used for perennial crops or agricultural and forestry production...
From 2011 to now, Soc Son District People's Committee has recovered land from these 91 cases to implement 3 projects, but the applied compensation and support policies are inconsistent" - the conclusion clearly stated.
From 2011-2013, Soc Son District People's Committee carried out land recovery for 36/91 cases, and 55/91 cases were granted land use right certificates by Soc Son District People's Committee (including the area granted for residential land use purposes). 36 households were compensated for works and architectural structures at 100% of the unit price; compensated for land (including the area of land compensated according to residential land unit prices not exceeding 1,200m2).
From 2013-2019, Soc Son District People's Committee implemented compensation and support for 36 cases in Xuan Bang village, Nam Son commune not in accordance with the law. Specifically, Soc Son District People's Committee's compensation according to residential land unit prices is against regulations. Soc Son District People's Committee's compensation for assets being houses and construction works on agricultural land is also against regulations (because the assets on land of 36 households in Xuan Bang village were compensated in the period 1999-2001, the land area of households is only allowed to be used for agricultural purposes).
From 2019 to now, Soc Son District People's Committee has recovered land from 55 cases, these households in 2013 were granted land use right certificates for residential land by Soc Son District People's Committee. Then in 2021, through inspection of the issuance of land use right certificates, Soc Son District People's Committee issued decisions to revoke decisions to issue land use right certificates for residential land that were issued against legal regulations for households (including 20 households in Xuan Bang village). The land area used by households is identified as agricultural land. Soc Son District People's Committee implemented land compensation for 55 households (including 20 households in Xuan Bang village) according to the unit price of agricultural land compensation (no compensation, only support for assets on land), which is in accordance with regulations.

Chairman of Hanoi City People's Committee assigned Trung Gia Commune People's Committee to propose a plan to handle the compensation for residential land for households in the 2013-2019 period to ensure uniformity and synchronization, avoiding lawsuits.
Along with that, organize self-criticism to clarify responsibilities, implement disciplinary action or propose competent authorities to handle disciplinary action against organizations and individuals who do not properly implement the provisions of law on compensation and support in the period 2013-2019.
The Chairman of the City People's Committee assigned the City Inspectorate to monitor, urge, summarize, and report to the City People's Committee on the implementation results according to regulations.
