The inspection and supervision team of administrative procedure control activities (Hanoi People's Committee) has just issued a notice of conclusions to inspect responsibilities for delays and delays in resolving administrative procedures related to land in the transition period between the 3-level local government model to the 2-level local government for Soc Son Commune People's Committee.
According to the announcement, the inspection team noted that after the 2-level local government model went into operation from July 1, 2025, Soc Son Commune People's Committee updated administrative procedures according to its authority; directed the Commune Administrative Service Point and specialized departments to update internal procedures, publicly list procedures, fees, and charges according to regulations; coordinate with relevant agencies in receiving, resolving and returning administrative procedure results to individuals and organizations.
However, the results of resolving administrative procedure dossiers in the field of land still have many shortcomings.
Among the 284 dossiers received from Soc Son District People's Committee (old), only 127 dossiers were resolved before and on time (accounting for 44.7%); there were 94 dossiers resolved overdue (33.1%) and 57 dossiers overdue without resolution results (20.1%).
For 365 dossiers received at the Commune Administrative Service Point, 230 dossiers were resolved ahead of schedule and on time; 5 dossiers were overdue without results and 130 dossiers are in the process of being resolved.
In particular, through inspection on the city's Administrative Procedure Information System, from July 1, 2025 to December 24, 2025, the total number of land dossiers received in Soc Son commune was 1,477 dossiers, of which the total number of overdue dossiers was 432 dossiers, accounting for 29.2%.
The inspection team also conducted probabilistic inspections of 44 dossiers, the results showed that up to 43/44 dossiers were overdue according to regulations. Among them, 26 dossiers were overdue, and at the time of inspection, there were no resolution results (9 dossiers were overdue for 9 months; 4 dossiers were overdue for 8 months; 4 dossiers were overdue for 7 months...). The inspection and supervision team determined that the responsibility belonged to the handling officials: Nguyen Van Hoa; Nguyen Thi Bac; Vu Van Huong; Le Van Cuong; Vu Minh Khoi; leaders of the Department of Natural Resources and Environment and related handling officials.
Among the 44 dossiers inspected, there are 10 dossiers where citizens have requested to withdraw dossiers. Among them, 2 signature dossiers on the citizen's land registration application and the request to withdraw dossiers provided by Soc Son Commune People's Committee do not match. Responsibility belongs to the handling officials: Nguyen Van Hoa; Nguyen Thi Bac; Vu Van Huong; Le Van Cuong; Vu Minh Khoi; leaders of Tien Duoc Commune People's Committee and related handling officials.
There are 29 overdue dossiers that have not issued an apology document, have not had a document or notified a deadline for returning the results. Responsibility belongs to the handling officials and leaders of the Department of Natural Resources and Environment (former Soc Son District People's Committee); handling officials of Soc Son Commune People's Committee: Nguyen Thi Thuy Dung, Nguyen Van Hoa, Nguyen Thi Bac, Vu Van Huong, Le Van Cuong, Nguyen Huy Hoang.
There are 9 dossiers without process control slips, 3 dossiers with process control slips but not filling in all information fields. Responsibility belongs to the administering officials of Soc Son District People's Committee (old): Pham Thi Dieu Linh, Pham Manh Hung; Head of Department of Natural Resources and Environment Nguyen Van Toan; administering officials of Soc Son Commune People's Committee: Nguyen Van Hoa, Vu Van Huong, Nguyen Huy Hoang, Le Van Cuong; Deputy Head of Economic Department Pham Thi Thu Ha.
The above-mentioned shortcomings and limitations are identified as violations of regulations and directions of the Central Government and the city. The inspection team proposed that the Chairman of Hanoi City People's Committee direct Soc Son Commune People's Committee to inspect and verify dossiers showing signs of violations; thoroughly handle dossiers resolved in violation of regulations; organize self-criticism and handle responsibilities of collectives and individuals involved; thoroughly resolve delayed dossiers and implement apologies to citizens in accordance with regulations.
The Hanoi City Public Administration Service Center publicly discloses expired dossiers, sends them to the Department of Home Affairs for summarization and advice on evaluating, scoring, and determining the Administrative Reform Index; The Office of the City People's Committee publishes the inspection results for Soc Son Commune People's Committee on the city's electronic information portal.
Soc Son Commune People's Committee is responsible for reporting the implementation results to the Inspection Team (through the City Public Administration Service Center) before January 30, 2026.
