There are 10 documents that determine stable and long-term land use when issuing red books that people need to pay attention to.

Clause 38, Article 3 of the Land Law stipulates that stable land is the use of land for a certain main purpose from the time the land is first used for that purpose until the time the competent state agency considers the stable use of land.

According to Clause 4, Article 34 of Decree 101/2024/ND-CP, the time of commencement of stable land use is determined based on the time and content related to the purpose of land use recorded in one of the following documents:

a) Receipt of payment of agricultural land use tax and real estate tax;

b) Minutes or decisions on administrative sanctions for violations in land use, minutes or decisions on administrative sanctions for violations in construction of works attached to land;

c) Decisions or judgments of the People's Court that have come into force, decisions on enforcement of judgments of the Enforcement agency that have been enforced regarding assets attached to land;

d) Documents for payment of electricity, water and other payments with the address belonging to the land plot must be identified;

d) Documents on land allocation without proper authority or documents on purchase, liquidation, valuation, distribution of houses and construction works attached to land as prescribed in Article 140 of the Land Law;

e) Documents on the sale and purchase of houses and other assets attached to land or documents on the sale and purchase of land, transfer of land use rights signed by the relevant parties from October 15, 1993 onwards;

g) Maps, documents on land investigation and measurement; inventory books, land registration books established from December 18, 1980 onwards;

h) Documents on declaration and registration of houses and land certified by the People's Committee at the commune, district or provincial level at the time of declaration from October 15, 1993 onwards;

i) Documents on permanent or temporary residence registration at housing attached to residential land issued by competent authorities;

k) Minutes of the results of the Land Registration Council in case there is no information or documents specified in points a, b, c, d, dd, e, g, h and i of this clause or the documents and information do not clearly state the time of document establishment, time of information establishment and land use purpose.
