Implementation situation in the first 9 months of the year
In the first 9 months of 2025, the progress of social housing development has clearly differentiated between localities. Some groups have completed over 50% of the target, but there are places where no projects have been started.
According to the Ministry of Construction, localities have completed over 50% of the assigned targets, including: Bac Ninh, Quang Ninh, Nghe An, Lao Cai.
Localities that are likely to complete or exceed the assigned targets in 2025, include: Hai Phong City, Hue City, Tuyen Quang, Thai Nguyen, Phu Tho, Hung Yen, Bac Ninh, Quang Ninh, Nghe An, Tay Ninh, Ca Mau.

Localities are likely to complete over 50% of the assigned targets in 2025, including: Hanoi, Ho Chi Minh City, Da Nang City (Da Nang before the merger is likely to complete 120% of the target), Can Tho City (Hau Giang before the merger is likely to complete 100%), Lao Cai (Lao Cai before the merger is likely to complete 89% of the target);
Ninh Binh (Ha Nam before the merger is likely to complete 117% of the target), Quang Ngai, Dak Lak (Dak Lak before the merger is likely to complete 60% of the target), Dong Nai (Dong Nai before the merger is likely to complete 102% of the target), Dong Thap (Tien Giang before the merger is likely to complete 78% of the target), An Giang (An Giang before the merger is likely to complete 84% of the target).
Localities that have achieved less than 50% of the target include: Lang Son, Thanh Hoa, Ha Tinh, Quang Tri, Khanh Hoa, Gia Lai, Lam Dong (Dak Nong before the merger has the ability to complete 96%), Vinh Long (Ben Tre before the merger has the ability to complete 60%).
It is worth mentioning that some localities such as Cao Bang, Son La, Dien Bien, Lai Chau have not had any projects started or invested in construction.
Why are many localities still slow to implement social housing?
Despite achieving some important results, the development of social housing in many places still faces many obstacles. The Ministry of Construction said that many localities have not really valued this task, have not included social housing development targets in the annual and 5-year socio-economic development plan, and have not even established a full-time Steering Committee.
In addition, the number of completed projects has not met the target, many projects have started construction but construction is slow or "stuck".
Although localities have reserved large land funds, enough in quantity to develop social housing, the "quality" of this land fund is still not guaranteed, many social housing plots are planned and arranged inappropriately, in places far from the center, lacking connections to technical infrastructure and social infrastructure, so they cannot be put into use immediately; slow site clearance leads to not being handed over to investors, affecting project progress.
Many localities have not yet arranged local budgets to carry out compensation, support, resettlement, and investment in technical infrastructure to have clean land funds.
Some investors of social housing projects selected do not have enough financial capacity, experience... leading to slow project implementation.
