Previously, implementing Notice No. 2311/TB-UBND dated November 13, 2025, Ngo Quyen Ward organized propaganda and mobilized 2 organizations with land acquisition under Component Project 2 - Land acquisition, compensation, support for site clearance to serve the Nguyen Trai Bridge construction investment project and urban beautification of the surrounding area. However, by December 8, Hai Phong Port Technical Services Joint Stock Company, despite receiving compensation and signing the handover of the site, had not yet moved assets and was still operating on a land area of about 63,547.1 m2.
To ensure security, order and safety throughout the process before, during and after the construction, the Ward People's Committee will develop a construction protection plan with key contents: organizing forces to protect the construction area, supporting the movement of assets; ensuring security, order and safety for participating forces; promptly preventing and handling acts of obstruction and resistance against law enforcement officers; at the same time, fully implementing procedures and order according to the provisions of law.
According to the approved plan, the time to deploy construction protection is December 9. The Steering Committee will focus forces on synchronous deployment to ensure rapid and safe construction progress. In case the enterprise does not comply with the move of assets, the authorities will organize the forced move and bring the assets to the area at 19 Vo Thi Sau, Ngo Quyen ward. All expenses related to construction protection and enforcement will be paid by the Ngo Quyen Project Management Board according to regulations.
