Social housing is an urgent need for workers
Speaking at the opening of the workshop, Mr. Nguyen Van Phiet - Vice President of the City Labor Federation said that the unit currently manages 2,820 grassroots unions, with 615,301 employees, of which 592,786 are union members. In industrial parks and economic zones alone, there are over 297,000 workers working.
Along with the strong increase in industrial parks, the need for social security, especially the need for stable housing for workers, has become increasingly urgent.
In fact, most workers and laborers are living in spontaneous boarding houses, with limited conditions such as cramped space, fluctuating and unstable rental prices. Boarding houses lack essential amenities, affecting family activities and children's education. The distance from the accommodation to the workplace is still long, costly and time-consuming. Although the city has paid attention to planning and implementing a number of social housing projects, the supply is still modest, not fully meeting the current huge demand of workers.
According to a survey by the Trade Union and related units, about 20-25% of workers working in Hai Phong have a real need to buy or rent social housing. These are people who want to stay in the city for a long time, have stable housing to stabilize their lives, and settle down to work with peace of mind. This figure shows that the housing demand of workers is no longer a potential need, but has become an urgent need. This is a practical problem facing the Trade Union organization and state management agencies, requiring timely, effective solutions that are suitable for the needs of workers.
Many questions about selling prices and procedures for purchasing social housing
At the workshop, Mr. Nguyen Hoai Long - Deputy Director of the Department of Construction informed union members and workers about the results of social housing development in the city; the commercial social housing model closely following industrial parks... In which, the city has been investing in 25 social housing projects for workers and low-income people, with a scale of 31,594 units. 9 projects have been opened for sale, with approved prices ranging from 12-22 million VND/m2.
The leaders of the Department of Construction also discussed specific mechanisms and incentives for workers when buying social housing. In particular, workers and laborers who have houses in the city but are far from work are still eligible to buy social housing (from social housing to work, the distance from existing housing to work is shorter)...
Workers attending the workshop were also introduced to the social housing policy in 2025, the subjects buying social housing, conditions, documents, and procedures for buying social housing. Along with that are regulations on selling social housing; loan levels, interest rates for loans to buy social housing... From this information as well as reality, many workers and laborers expressed their concerns related to the process of purchasing social housing in Hai Phong City. Mr. Pham Tien Hoa - Cheng V Company Limited (Do Son Industrial Park) said that the company currently has hundreds of workers from other provinces, and has a huge demand for social housing. However, the selling price of social housing in Hai Phong is high, making it difficult for workers to access.
Not to mention, social housing projects are not allocated evenly, with many projects concentrated in some places and few in others. In particular, there are currently no social housing areas near Do Son Industrial Park. Mr. Hoa suggested that the city pay attention to implementing social housing projects for rent; implementing projects near industrial parks with a large number of workers in the area to facilitate workers, meeting the housing needs of workers in other provinces.
The opinions of workers were promptly answered by the leaders of the Department of Construction. The Department of Construction will synthesize all opinions and recommendations of workers as a basis for consulting the city; building Hai Phong as a typical example in social housing development with 3 outstanding characteristics " Location - Quality - Price". In particular, there are many housing segments that are suitable for the needs of the majority of people and workers.
