View 2 trillion-dollar mega projects in Hai Phong from above

The investment project to build the City's Political - Administrative Center, the traffic system and the synchronous technical infrastructure system in the North Cam River Urban Area was started on January 7, 2023. On May 6, 2023, the city continued to start the construction of the City's Conference - Performance Center next to the Political - Administrative Center. Both projects are invested and constructed in accordance with the direction of Resolution No. 45 of the Politburo on the construction and development of Hai Phong City to 2030, with a vision to 2045 and the Resolution of the 16th Congress of the Hai Phong City Party Committee, striving to complete the relocation of the City's Administrative Center to the North of the Cam River by 2025.

After nearly 20 months of construction, up to now, 2 projects have taken shape.

The investment project to build the City's Political - Administrative Center, traffic system and synchronous technical infrastructure system in the North Cam River Urban Area is built in Tan Duong commune, Thuy Nguyen district with an area of about 13.63 hectares, with a total investment of more than 2,513 billion VND from the city budget.

The main works of the project include 14 blocks of buildings, designed symmetrically along the North-South and East-West axes, including 4 3-storey blocks, 4 4-storey blocks, 4 5-storey blocks and 2 15-storey blocks.

Upon completion, the City Political - Administrative Center will be the headquarters of all Party, government, Fatherland Front, and socio-political organizations of the city (except for the armed forces).

Recently, the Hai Phong City People's Council passed a resolution to adjust the project investment policy. Accordingly, the city increased the project investment level from more than VND 2,513 billion to more than VND 2,831 billion (an increase of nearly VND 318 billion). The project implementation phase and completion of construction and handover for use from the third quarter of 2022 to the fourth quarter of 2024 were adjusted to from the third quarter of 2022 to the first quarter of 2025.

The City Convention and Performance Center is located behind the Political and Administrative Center, inspired by the image of a drop of water falling onto the water surface, creating ripples. The project has a total investment of more than VND 2,336 billion. The City Convention and Performance Center has 1,500 seats, 3 floors and 1 basement, along with auxiliary works and outdoor technical infrastructure systems.

Recently, the city also adjusted the project, in which, the project investment increased from nearly 2,337 billion VND to nearly 2,571 billion VND (an increase of 234 billion VND). The project implementation phase and completion of construction and handover for use from the third quarter of 2022 to the fourth quarter of 2024 were adjusted to from the third quarter of 2022 to the second quarter of 2025. The reason is that the Conference - Performance Center project added the construction of medium-voltage power lines, invested in all new interior equipment, sound and lighting.

By 2025, when completed, the two projects will contribute to completing the architectural landscape of the new urban area North of Cam River in a synchronous and modern direction, reaching international standards. Photo: Perspective of the two projects
