On January 2, information from the People's Committee of Nghe An province said that it had just issued Official Dispatch No. 11727 urging focused direction and timely removal of difficulties and obstacles to promote the implementation of social housing projects.
The Provincial People's Committee assigned provincial departments, branches, sectors and People's Committees of districts, cities and towns to continue to effectively implement tasks and solutions to implement the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030" according to Decision No. 338 dated April 3, 2023 of the Prime Minister in the province.
At the same time, urgently advise the Provincial People's Committee to issue within its authority or submit to the Provincial People's Committee to issue documents regulating a number of contents assigned in the Land Law and Housing Law; review documents to amend, supplement, replace, abolish or issue new ones to ensure compliance with current regulations.
For projects with approved investment policies, speed up procedures for selecting investors; allocating land, granting land use right certificates; establishing and appraising basic designs and technical designs; granting construction permits... to facilitate early commencement and construction of projects.
The Department of Construction shall preside over and coordinate with relevant agencies and units to continue advising on the implementation of the Project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial park workers in the period 2021-2030"; striving to complete the assigned social housing construction target in 2024 and the following years.
Continue to review and check legal procedures, make a list of projects to build social housing, housing for workers, renovate and rebuild apartments that are eligible to borrow capital of 120,000 billion VND, advise the Provincial People's Committee to publicly announce on the Electronic Information Portal so that banks have a basis to apply for loans under the program and send documents to the State Bank of Vietnam and the Ministry of Construction for monitoring and synthesis.
The Department of Finance shall preside over and coordinate with the Provincial Bank for Social Policies to advise on balancing and arranging local budget capital to entrust the Bank for Social Policies to lend, lease-purchase social housing; build, renovate and repair houses.
The Department of Natural Resources and Environment shall preside over and coordinate with relevant agencies to advise on organizing auctions to select investors with financial potential and experience in implementing social housing projects for low-income people, ensuring transparency.
Previously, on October 9, 2023, Nghe An Provincial People's Committee issued Plan No. 778 to implement the project of building social housing for low-income people and industrial park workers in the period of 2021 - 2030, setting a goal of completing the construction of 28,500 social houses in the period of 2021 - 2030, including 9,000 social houses for low-income people and 19,500 social houses for industrial park workers.
