From March 1, 2026, each real estate put into management and trading will be granted a separate electronic identification code, according to the provisions of Decree 357/2025/ND-CP of the Government on building and managing information systems and databases on housing and the real estate market.
According to this decree, legal information of real estate will be managed centrally on the electronic data system, instead of only appearing on paper as before.
Regulations on real estate identification codes according to the new decree
Decree 357/2025/ND-CP stipulates that each house, land plot or real estate product in a construction investment project is granted a unique electronic identification code. This code is associated with all information related to real estate in the management process.
Information updated according to the identification code includes: Data on land plots, construction works, projects, legal status, transactions and other management information as prescribed by law.
The electronic identification code does not replace the Certificate of land use rights and house ownership, but is a tool for state agencies to manage, exploit and interconnect data.
Real estate information is not only shown on the red book
According to Decree 357/2025/ND-CP, the management and exploitation of information about housing and the real estate market is carried out through a unified information system and electronic database.
This means that not all legal information of real estate is directly shown on the Certificate on paper. Some contents related to management, transactions, and registration will be updated and monitored on the data system managed by state agencies.
Therefore, when carrying out transactions related to houses and land from 2026, real estate information verification needs to be carried out through the land registration agency or the official data system, instead of just relying on paper red books.
How to look up real estate information according to new regulations
According to current regulations, people can look up and confirm real estate information through:
- Land registration office in the locality;
- Procedures for confirming information when notarizing contracts;
- Information system, database on housing and real estate market operated by competent authorities.
In purchase and sale, transfer transactions, the confirmation of legal information of real estate according to updated data on the system is the basis to ensure transaction conditions according to regulations.
Implementation roadmap from March 1, 2026
According to Decree 357/2025/ND-CP, the electronic real estate identification system and database on housing and the real estate market will be deployed synchronously from March 1, 2026 nationwide.
Localities are responsible for reviewing and standardizing existing data to connect to the common system, serving the management and exploitation of information according to regulations.
The application of electronic identification codes is expected to create a foundation for real estate management using data, increasing transparency and unity in the coming period.
