On the morning of December 6, Politburo member and Prime Minister Pham Minh Chinh chaired the regular Government meeting in November 2025 with a discussion program on many important contents.
According to the program, the meeting will discuss and give opinions on: Socio-economic situation in November and 11 months of 2025, results of performing assigned tasks, reforming administrative procedures in November 2025; the implementation and operation of the 2-level local government model; drafting a Government Resolution regulating temporary housing policies to handle difficulties and obstacles when the State reclaims land and some other important contents.
In his opening speech, the Prime Minister stated that in November, many important events of the country will take place, especially the 14th Central Conference and the 10th Session of the 15th National Assembly.
The whole country is making the highest efforts to successfully complete the socio-economic goals for 2025 and the entire 2021-2025 term; implementing strategic resolutions and pillars of the Politburo; operating local governments at 2 levels; focusing on preventing, combating and overcoming the consequences of consecutive natural disasters, floods, and long-term damage to people and property.
The head of the Government also pointed out that the socio-economic situation continues to be positive, with each month being better than the previous month, and 11 months being better than the same period in 2024 in most areas.
The macro economy is stable, inflation is controlled, growth drivers are promoted, and major balances of the economy are guaranteed. Cultural and social fields are focused on; social security is ensured; people's lives are improved.
Political and social stability; national defense and security are strengthened and enhanced; foreign affairs and international integration are further promoted.

However, the economy still has limitations and inadequacies and many difficulties and challenges, notably great pressure on inflation, exchange rates, and external impacts when the Vietnamese economy is very open; disbursement of public investment capital has not met requirements; production and business in some areas are facing difficulties; gold prices and real estate prices are anchored high.
The operation of local government at both levels still has inadequacies in some places, especially the arrangement of human resources, technological infrastructure; storms, floods, and prolonged heavy rains affecting the material and spiritual life of the people.
The Prime Minister suggested that the delegates focus on discussing and giving specific opinions on the direction and management of the Government, ministries, branches and localities; outstanding results of the socio-economic situation in November and 11 months, difficulties and obstacles, objective and subjective causes, and lessons learned.
Assessing the context of the situation in the coming time, identifying key tasks and solutions for each specific field, especially solutions to maintain macroeconomic stability, control inflation, promote GDP growth in 2025 from 8% or more (such as increasing exports, boosting public investment disbursement, boosting production, services, stimulating consumption at the end of the year...).
At the same time, give opinions on points to note in the work of overcoming the consequences of storms and floods, in the fields of culture, society, national defense, security, and foreign affairs.
The Prime Minister also asked the delegates to give their direct opinions on the draft Resolution of the Session and Resolution 01 of 2026 of the Government.
