On January 15, providing information at the regular press conference on the socio-economic situation in 2024 organized by the People's Committee of Binh Thuan province, the Department of Planning and Investment of Binh Thuan province said that by the end of 2024, in Binh Thuan province, there were 258 investment projects that were slow to implement or not implemented on schedule as prescribed in the documents approving the investment policy.
Of which, 180 investment projects have been allocated land or leased land and 78 investment projects have not been allocated land or leased land.
At the end of December, the Department of Planning and Investment of Binh Thuan province informed investors with investment projects that the department will review each investment project and resolutely apply appropriate administrative measures if the project is slow to implement or not implemented on schedule, if the investors are not capable or intentionally prolong the implementation time of the investment project.
Responding to reporters, the Department of Planning and Investment of Binh Thuan province pointed out many reasons leading to the situation of investment projects being slow to implement or not being implemented on schedule as prescribed.
The main reason is the problem of compensation and site clearance. Many projects are not subject to land acquisition by the State according to the provisions of the land law, so investors must negotiate compensation with households.
Some households and individuals have complained about compensation and land disputes for many years, causing difficulties for investors in implementing projects, but up to now they have not been completely resolved; compensation price policies have changed, investors and people cannot agree on compensation prices.
There are also problems with the Law on Natural Resources, Environment of Sea and Islands, leading to many projects being stuck with this regulation when preparing documents to apply for construction permits. Or problems with the work of establishing and adjusting construction planning and the work of determining specific land prices to serve as the basis for collecting land use fees and allocating land to projects are still very slow and not timely.
In 2024, the authorities also conducted investment supervision on 71 investment projects in Binh Thuan province. Thereby, the Chief Inspector of the Department of Planning and Investment of Binh Thuan province issued decisions to sanction administrative violations against 33 investment projects.
24 investment projects were issued notices and decisions to terminate operations. The authorities also issued decisions to suspend investment activities for 6 investment projects because the investors had been administratively sanctioned but continued to violate investment progress.
