Voters in Quoc Oai commune (Hanoi) proposed that the city consider unifying the explanation and clearly stipulate the classification of land with the letter "T" on people's red books. According to voters' reflections, when red books are issued, many households are explained that the symbol "T" is residential land. However, currently, when people exchange books, separate plots... they explain that the letter "T" is cultivated land.

Answering voters' petitions, the Hanoi People's Committee said that according to the provisions of Decision No. 56-ĐKTK dated November 5, 1981 of the General Department of Land Administration promulgating regulations on procedures for registering and statistics of land plots nationwide, the type of land plot recorded in the land registration book and inventory book is shown in symbols according to the regulations in the land plot statistical summary.

The type of land with the symbol "T" of the field and land statistical summary issued together with Decision No. 56-ĐKTK is identified as "land in residential areas" - which is land for construction in urban and rural residential areas, except for soil cultivation, ponds, lakes, roads in villages that have been measured and separated. Including residential land and land for construction of works serving the interests of the entire people in the fields of culture, health education, sports, resorts, tourism; headquarters of agencies, unions, religions, warehouses, agricultural and forestry facilities such as livestock barns, repair stations. Proposal to abolish the principle of land valuation according to market principles

The draft revised Land Law has just been announced by the Ministry of Agriculture and Environment for comments until the end of August 10. In the submission, the Ministry said that after nearly two years of implementation, the 2024 Land Law still has some limitations, and it is necessary to continue to study and improve policies to unlock land resources to serve socio-economic development.

Accordingly, the draft revised Land Law proposes to remove the principle of land valuation according to market principles when determining land prices, in order to promote the role of the State in deciding land prices; and at the same time stipulate methods of land valuation in a scientific and public direction.
