Phuc Lam Chemical Joint Stock Company was established in 2007, with an investment capital of over 350 billion VND in the Veterinary feed Additives Factory.
The factory has been officially operating since 2011 with over 200 staff. The main products are animal feed additives with a capacity of 50,000 tons/year, Axite Sunfuric (H2S04) with a capacity of 60,000 tons/year and white grain bypass (P2O5) with a capacity of 30,000 tons/year.
In early March 2025, following the instructions of the people, Lao Dong Newspaper reporters were present at the Veterinary feed Additives Factory of Phuc Lam Chemical Joint Stock Company with an area of hectares located in Tang Loong Industrial Park.
In fact, due to having stopped operating for a long time, this factory is currently in a state of disrepair and devastation. Around the factory, weeds and trees grow wildly beyond the head of a person.
Ms. Bui Thi Hoa (Phu Nhuan commune, Bao Thang) said that the factory came into operation in 2011, creating jobs for many local workers. However, after 8 years of operation, it was closed in 2019 due to ineffective production activities and many losses.
"This factory has been abandoned for about 6 years. Many machines and equipment are no longer in use, so they are rusty and degraded. To invest billions of dong and then leave it abandoned would be a waste, said Ms. Hoa.
Similarly, according to Ms. Nguyen Thi Van (Xuan Giao commune), the factory was invested with hundreds of billions of VND but now the disrepair has made everyone feel sorry.
"If the factory cannot operate again, the machinery should be liquidated to another unit and the land returned to the locality. We hope Lao Cai province will soon have a plan to remove or replace other projects to help people have jobs and avoid land waste, said Ms. Van.
Through investigation, during the years of operation from 2013, 2015, 2017, 2018, 2019, Phuc Lam Chemical Joint Stock Company was continuously fined for environmental violations with a total amount of nearly 1 billion VND.
It is known that also in 2019, the animal feed additive factory of Phuc Lam Chemical Joint Stock Company officially stopped operating.
According to the People's Court of Lao Cai province, after studying the documents, seeing that there was evidence that Phuc Lam Chemical Joint Stock Company was unable to pay and did not fulfill its obligation to pay the debt within 3 months from the payment date, it decided to open bankruptcy proceedings.
Information from Bao Thang District Social Insurance, on September 30, 2022, Lao Cai Provincial People's Court issued a decision to declare bankruptcy for Phuc Lam Chemical Joint Stock Company.
However, the People's Procuracy of Lao Cai province appealed the decision of the People's Court of Lao Cai province. Therefore, Phuc Lam Chemical Joint Stock Company has not yet declared bankruptcy.
Up to now, this unit still owes social insurance, unemployment insurance, and health insurance. Therefore, employees of Phuc Lam Chemical Joint Stock Company have not had their social insurance books confirmed to record the social insurance and unemployment insurance payment process.
