Hanoi Department of Construction has just publicly announced the plan to receive applications for registration to buy, lease, and lease-purchase social housing in land plots CT-05 and CT-06 under the Thanh Lam - Dai Thinh 2 New Urban Area Project, Quang Minh commune, Hanoi (phase 1).
The project investor is Housing and Urban Development Investment Corporation (HUD). In which, land plot CT-05 has an area of about 7,703 m2, land plot CT-06 has an area of about 7,702 m2.
At the CT-05 social housing project, the number of apartments for sale is 89 units, with a total area of about 5,573.61 m2, accounting for 63.8% of the total floor area of the project. The area of apartments ranges from 56.12 m2 to 68.38 m2.
Similarly, the CT-06 social housing project also opened for sale 89 apartments, with a total area of about 5,573.61 m2, accounting for 63.8% of the total floor area of the project, with apartment areas ranging from 56.12 m2 to 68.38 m2.
Time to receive applications for social housing purchase is from June 29th, 2026 to August 12th, 2026, excluding Saturdays, Sundays and holidays as prescribed. Working hours in the morning are from 8:30 AM to 11:30 AM, and in the afternoon from 1:30 PM to 4:30 PM.
The expected time to sign apartment purchase contracts is November 2026. The handover time for apartments for project CT-05 is expected in the first quarter of 2027, and project CT-06 is expected to be handed over in the fourth quarter of 2027.
According to Document No. 1279/SXD-KTXD and No. 1278/SXD-KTXD dated February 21, 2025 of the Hanoi Department of Construction, the selling price of social housing at the CT-05 project is 14,603,319 VND/m2 (including VAT, excluding maintenance costs), maintenance fee is 278,158 VND/m2. Equivalent to the selling price of each apartment at the CT-05 project ranging from more than 819 million VND to more than 998 million VND.
For the CT-06 project, the selling price is 14,522. 255 VND/m2 (including VAT, excluding maintenance costs), maintenance fee is 276. 614 VND/m2. Equivalent to the price of each apartment in the CT-06 project ranging from more than 814 million VND to more than 992 million VND.

Hanoi Department of Construction noted that investors only receive dossiers at the only location announced according to regulations. At the same time, it is strictly forbidden for organizations and individuals to take advantage of social housing policies to collect money, receive deposits or perform acts contrary to legal regulations. Cases of untruthful and fraudulent declarations in the process of preparing and confirming dossiers for buying, renting, and renting-purchasing social housing will be handled according to the provisions of law, including in the post-inspection process.
