The Project Management Board and Construction Investment of Hoa Vang District (Da Nang City) said that for projects that have been allocated capital in 2023 but have not been implemented before the 14th People's Council Session (August 1, 2024) of Hoa Vang District, there are 3 projects: Hoa Phu Primary School, Investment and upgrading of lighting in alleys and lanes in Hoa Phong Commune (phase 1) and Investment and upgrading of lighting in alleys and lanes in Hoa Chau Commune.
One of the reasons leading to the above situation is that the Hoa Phu primary school project changed its design due to weak construction geology, so the stone embankment foundation had to be adjusted to a reinforced concrete foundation. It was not until last May that the District People's Committee issued a decision approving the design and construction estimate to be implemented after the basic design.
For the remaining 2 projects, after approving the Technical Economic Report and allocating capital for implementation, the People's Committee leaders went to inspect the site and proposed to adjust the investment scale until the end of December 2023 to complete the adjustment approval.
According to the Project Management Board and Construction Investment of Hoa Vang District (Da Nang City), for projects in 2023 that have not yet issued bidding documents to be transferred to 2024, the adjustment of new machine shift workers must follow the decision dated December 29, 2023 of the Department of Construction of Da Nang City.
Therefore, the appraisal and approval of the adjusted technical economic reports of the projects is still slow, leading to slow organization of contractor selection and unable to be implemented in the first months of the year.
In addition, on April 26, the Ministry of Planning and Investment issued new guidance on providing and posting information on contractor selection and bidding documents on the national bidding network, so the organization of bidding to select contractors is slow to implement.
As for the 2023 transition projects that have not yet been bid, it is necessary to adjust the source transfer to have a basis for issuing bidding documents. However, it was not until early June that the City People's Committee decided to transfer the source, so the issuance of bidding documents was delayed.
On September 15, the Department of Planning and Investment of Da Nang City announced the conclusion of the inspection of compliance with the law on public investment at the People's Committee of Hoa Vang district.
The inspection conclusion showed that in the period of 2022 - 2023, the total capital assigned to the District People's Committee was more than 498 billion VND, the disbursement rate in 2022 reached 77.93%, in 2023 it was 72.56%.
The inspectorate said that the disbursement of public investment capital in Hoa Vang district has not met the assigned target. Some projects were slow to disburse due to land acquisition problems and were implemented at the end of the year, leading to the disbursement time being extended to the following year.
In addition, in the period of 2022-2023, projects using the city budget allocated to the People's Committee of Hoa Vang district will not be assigned to the district project management board as the investor. Instead, the People's Committee of Hoa Vang district will act as the direct investor.
According to the Inspectorate, the fact that the People's Committee of Hoa Vang district both performs the function of State management in the area and performs the function of being the investor of public investment projects using the city's budget capital decentralized to the People's Committee of the district is not in accordance with the provisions of the Construction Law and does not ensure objectivity.
