Hanoi - Many households have voluntarily demolished their houses and handed over the site to the Ring Road 1 project, Hoang Cau - Voi Phuc section, with an investment capital of more than VND 7,200 billion.

On October 24, Hanoi City Police (CATP) held a conference to agree on solutions to ensure security and order for site clearance (GPMB) for the implementation of the Ring Road 1 Project, Hoang Cau - Voi Phuc section.

Reporting at the Conference, Colonel Nguyen Quoc Hung - Head of the Internal Security Department of Hanoi City Police said: The site clearance work for the Ring Road 1 project is currently in a key phase, many households have voluntarily dismantled and handed over the site.

The functional departments of CATP and the police of relevant wards have closely coordinated with functional units, proactively propagated and mobilized people to agree and comply with the State's policies when implementing the Ring Road 1 Project.

Speaking at the Conference, representatives of the People's Committees of O Cho Dua, Lang, and Giang Vo wards reported on the specific situation of the implementation of land acquisition and clearance plans, clarifying efforts in mobilization work, dialogue with the people, removing difficulties related to resettlement rights, compensation prices, and handling orientations for land areas related to disputes.

The authorities of all wards affirmed their determination to ensure progress and harmony between the interests of the State and the legitimate rights of the people.

Also at the Conference, representatives of the Police Command of Giang Vo, Lang and O Cho Dua wards reported on the situation of ensuring security and order to serve the site clearance work of the Ring Road 1 Project.

Concluding the Conference, Colonel Nguyen Thanh Long - Deputy Director of CATP acknowledged and commended the sense of responsibility and close coordination of relevant units in synchronously implementing security and order measures.

The Deputy Director of CATP affirmed that site clearance is a task that both serves socio-economic development and is an important political task, requiring the synchronous and serious participation of all levels, sectors and the entire political system.

Colonel Nguyen Thanh Long requested the functional units of the CATP, especially the Police of Lang, O Cho Dua, Giang Vo wards, to proactively grasp the area, strengthen propaganda and mobilization of people, absolutely not to let "hot spots" arise.

The ward police force continues to advise the People's Committees at the same level to organize dialogues and listen to the opinions of households subject to land acquisition, thereby promptly and reasonably resolving the remaining problems so that the people understand and agree, voluntarily return the site, and do not let the authorities organize enforcement.

Relevant Departments and branches need to urgently review and guide to remove difficulties in records, compensation policies, resettlement support, ensuring compliance with regulations, publicity and transparency.

The Capital Police force must always demonstrate its role as a solid support for the people; accompany and protect the legitimate and legal rights of the people at every stage of project implementation; absolutely comply with the law, ensure security and order before, during and after implementing site clearance, contributing to speeding up the progress of key projects - Deputy Director of CATP assigned the task.

The project to build Ring Road 1, Hoang Cau - Voi Phuc section, is more than 2.2 km long, with a cross-section of 50 m. The starting point intersects with Cat Linh - La Thanh - Yen Lang road at Hoang Cau, the end point is at Voi Phuc intersection.

The project has a total investment of more than 7,200 billion VND from the city budget. The project was approved in December 2017 and was expected to be completed in 2020, but was behind schedule due to land acquisition problems.

Hanoi aims to complete site clearance by the fourth quarter of 2025 to implement the project.
