Regarding the collapse of a construction crane that killed a worker at the Dai Duong Tower - Hiyori Aqua Tower Luxury Apartment Complex, Son Tra Ward, Da Nang City on October 23, according to Lao Dong news source, the equipment causing the accident has been inspected for safety and is still valid.

Talking with Lao Dong, a representative of the Da Nang City authorities confirmed: "According to the records, the tower shaft - the broken equipment in the accident has been safety inspected, and is still within the inspection validity period".
However, this agency emphasized that the inspected equipment does not mean absolute safety, if during use, the employer detects a risk of insecurity, it must temporarily suspend operation and have response solutions. This is a mandatory obligation according to regulations on labor safety.
According to regulations, axles, elevators, forks, platforms, etc. are equipment with strict requirements on labor safety, which must be periodically inspected by qualified and licensed units and enterprises. State management agencies only monitor and check records and scenes, not directly inspect this equipment.
The source added that the possibility of violations during the inspection or operation of the device was not ruled out. "There have been cases where some inspection units have not conducted actual inspections, or lack valid operating licenses, leading to inaccurate inspection results. The investigation agency will clarify the entire process of inspection, operation and safety supervision at this project".


In addition to equipment factors, the authorities are also considering subjective causes from workers or safety work at the construction site.
Through initial inspection, the cable rope broke, the crane's shaft broke across, falling from a height and crushing worker Tran Dinh Vien (28 years old, from the old Binh Dinh province), who had just signed a labor contract for 23 days, causing him to die on the spot while constructing on the 2nd floor.
Da Nang City Police have begun investigating the incident. The city will establish an interdisciplinary inspection team on labor safety, closely coordinating with the police to determine the causes and responsibilities of related parties - from the investor, the general contractor, the equipment inspection unit to the safety manager at the construction site.
According to the direction of the City People's Committee, all construction activities at the Hiyori Aqua Tower project have been suspended, waiting for the results of the investigation and official conclusions.
The incident once again rang the warning bell about the inspection, operation and safety supervision of construction equipment - a key factor in ensuring labor safety at high-rise construction works.
The Hiyori Aqua Tower project (Ocean Tower) is a luxury apartment complex with 25 floors above ground, 2 basements, with more than 200 luxury apartments, developed by Sun Frontier Da Nang One Member Co., Ltd. (under Sun Frontier Group of Japan) and Vietnamese partners, starting construction in September 2024, expected to be completed in the third quarter of 2026.
The investor is Aqua Tower Company Limited. The main contractor (general contractor) is Dinco Construction Engineering Joint Stock Company (DINCO E&C), headquartered in Da Nang City.
