The project to build Ring Road 1, Hoang Cau - Voi Phuc section, is more than 2.2 km long, with a cross-section of 50 m. The starting point intersects with Cat Linh - La Thanh - Yen Lang road at Hoang Cau, the end point is at Voi Phuc intersection.
The project has a total investment of more than 7,200 billion VND from the city budget. The project was approved in December 2017, expected to be completed in 2020, but behind schedule. The reason is due to difficulties in site clearance (GPMB).
Recently, the Hanoi People's Committee has sent a document to the City People's Council in response to voters' recommendations on speeding up the progress of site clearance and increasing the compensation level for the Ring Road 1 project.
According to the Hanoi People's Committee, up to now, the investigation, survey, measurement, and inventory of assets on the land, confirming the origin of the land in Ngoc Khanh and Thanh Cong wards (old) has been 100% completed. In Giang Vo ward (old), the completion has reached 98%. The investor has been handed over the plan for a total of 1,329/1,334 plans.
Of the total 1,329 plans that have completed the confirmation of land origin, nearly 1,000 plans have been approved (each case of land acquisition is 1 plan).
However, the progress of approving compensation and resettlement support plans is slower than the requirements of the City People's Committee. The reason is that many households do not provide land plot documents, the origin of the land is complicated... leading to repeated re-evaluations.
In addition, households continue to have many petitions and recommendations related to low land compensation prices, not close to market prices. Many petitions on policy application, causing difficulties and delays in site clearance work.
In addition, many inadequacies between the new policy and the old policy lead to disagreement among households.

Regarding the resettlement housing fund, the City People's Committee said that through a survey by the People's Committee of Ba Dinh District (old), the city needs to add more than 200 resettlement houses to be enough to arrange resettlement houses for households. The City People's Committee has directed relevant units to urgently review and complete the plan according to regulations; synthesize related difficulties and problems, report to the City People's Committee for consideration and direction.
Regarding the proposal to increase the price of land for support and compensation, the City People's Committee said that it has issued Decision No. 5691/QD-UBND dated December 28, 2020 approving specific land prices for the project to ensure compliance with the provisions of the Land Law. At the same time, the City People's Committee also has a special support policy for households in the Dam Bau and Dam Tron areas in the old Ngoc Khanh ward (now Giang Vo ward).
At the question-and-answer session of the 25th session of the Hanoi People's Council held on July 9, Mr. Nguyen Phi Thuong - Director of the Hanoi Department of Construction said that the Ring Road 1 project is a long-term and very complicated key project related to site clearance.
According to Mr. Thuong, the project has a total of 1,981 households that have to be cleared. These households are located in the two old districts of Ba Dinh and Dong Da, now in the three new wards of Lang, O Cho Dua and Giang Vo.
At the final questioning session of 2024, the leaders of Ba Dinh and Dong Da districts pledged to complete the site clearance for this project by the second quarter of 2025 at the latest. However, due to many difficulties, the 3 new wards are determined to complete the site clearance by the fourth quarter of 2025 to implement the project.
