On September 7, according to PV's investigation, Lai Chau Provincial People's Committee has issued a decision on policies to exempt and reduce house rent for priority subjects.
Decision stipulating the list of public assets for lease, criteria, levels of support, forms of support, order, and procedures for leasing for each type of asset in Lai Chau province.
According to the decision, the priority subjects for renting houses include associations assigned by the Party and State to rent as working headquarters in cases where there are no headquarters; establishments implementing socialization in the fields of education - training, vocational training, health, culture, sports and environment.
Cooperatives, cooperative unions, and cooperative groups that meet the criteria to be eligible for state support policies, leased to serve as headquarters, warehouses, stores for buying and selling, displaying, and introducing products to serve production and business activities are also eligible for priority.
Subjects eligible for housing and land lease support that are public assets include: small and medium-sized enterprises; supporting industry enterprises; innovative enterprises.
Innovative startups must be recognized according to the provisions of the Law on Science, Technology and Innovation and guiding documents.
Regarding preferential housing rent policies, Lai Chau province stipulates exemption from housing rent for the entire lease term, including cases of extending the lease term, for association organizations assigned tasks by the Party and State.
For establishments implementing socialization, cooperatives, cooperative unions and cooperative groups, the lease fee reduction level is equal to the land rent amount in the rent structure of the entire lease term, including cases of extending the lease term.
Housing and land rental support must ensure the right subjects, fairness, publicity, transparency, efficiency and in accordance with the law.
In case there are many businesses registering to lease houses and land, the selection of leasing objects is carried out according to regulations.
Subjects are allowed to rent houses attached to land use rights according to the method of listing prices and are entitled to a reduction in house rent according to regulations. The order and procedures for renting are implemented according to Resolution No. 31/2026/NQ-CP dated June 24, 2026 of the Government.
